Sharing a similar geography at the opposite ends of the Eurasian Continent and dependent on maritime trade to supplement the lack of strategic resources, both the UK and Japan relied on the sea for their economic survival and independence as sovereign states. From the first alliance in 1902, through the World Wars, to the more recent operations in the Indian Ocean and Iraq, sea power has played a central role in the strategic calculus of both countries. This thought-provoking book, comprising contributions from a group of international scholars, explores the strategic meaning of being an island nation. It investigates how, across more than a century, sea power empowered - and continues to empower - both the UK and Japan with a defensive shield, an instrument of deterrence, and an enabling tool in expeditionary missions to implement courses of action to preserve national economic and security interests worldwide. Positioned within the comparative literature on Japan and the UK, the volume will have wide-ranging appeal including studies in Anglo-Japanese Relations, Naval Military History, and Studies in East Asian Defence and Sucurity, including Anglo-American and US-Japan strategic interests.

While the US-Japan alliance has strengthened since the end of the Cold War, Japan has, almost unnoticed, been building security ties with other partners, in the process reducing the centrality of the US in Japan’s security. This book explains why this is happening. Japan pursued security isolationism during the Cold War, but the US was the exception. Japan hosted US bases and held joint military exercises even while shunning contacts with other militaries. Japan also made an exception to its weapons export ban to allow exports to the US. Yet, since the end of the Cold War, Japan’s security has undergone a quiet transformation, moving away from a singular focus on the US as its sole security partner. Tokyo has begun diversifying its security ties. This book traces and explains this diversification. The country has initiated security dialogues with Asian neighbors, assumed a leadership role in promoting regional multilateral security cooperation, and begun building bilateral security ties with a range of partners, from Australia and India to the European Union. Japan has even lifted its ban on weapons exports and co-development with non-US partners. This edited volume explores this trend of decreasing US centrality alongside the continued, and perhaps even growing, security (inter) dependence with the US. New Directions in Japan’s Security is an essential resource for scholars focused on Japan’s national security. It will also interest on a wider basis those wishing to understand why Japan is developing non-American directions in its security strategy.

As tensions between China and Japan increase, including over the disputed islands in the East China Sea, Japan has adopted under Prime Minister Abe a new security posture. This involves, internally, adapting Japan’s constitutional position on defence and, externally, building stronger international relationships in the Asia-Pacific region and more widely. This book presents a comprehensive analysis of these developments. It shows how trust and co-operation with the United States, the only partner with which Japan has a formal alliance, is being rebuilt, discusses how other relationships, both on security and on wider issues, are being formed, in the region and with European countries and the EU, with the relationships with India and Australia being of particular importance, and concludes by assessing the likely impact on the region of Japan’s changing posture and new relationships.

Is Japan capable of grand strategy when it comes to foreign policy? Modern Japan faces challenges on every front: from a rising China and constrained economic growth at home, to an ever-present threat posed by an increasingly unstable North Korea, to an evolving and complex relationship with the West that for so long has served as the bedrock of Japanese foreign policy. Prime Minister Shinzo Abe has garnered significant attention for his policies undergirding a path of “proactive pacifism” for Japan, but many questions remain unanswered with regard to what Japan’s global role ought to be, what it can be, and what that role’s development would mean for the greater stability of the region and the fate of broader geopolitical alliances across the world. While it is clear that both Japan and its allies would be best served by a clear, comprehensive, and forward-thinking Japanese foreign policy blueprint, but actually developing and implementing such a policy is understandably easier said than done. Fortunately, shaping this new strategy is a generation of Japanese foreign policy experts with eyes toward the future of Japanese power and diplomacy. In Strategic Japan: New Approaches to Foreign Policy and the U.S. Japan Alliance, five preeminent scholars: Yasuhiro Matsuda, Tetsuo Kotani, Hiroyasu Akutsu, Yoshikazu Kobayashi, and Nobuhiro Aizawa discuss Japan’s changing role in the world and the high stakes policy issues affecting Japan, Asia, and the world today. Taken together, these experts’ contributions highlight potential areas for enhanced cooperation between the United States and Japan at a time when the West desperately needs a confident and proactive Japan, and Japan needs sustained American engagement and deterrence in an Asia-Pacific region that will continue to be the site of economic growth and expansion for years to come.

Maritime security is one of the latest additions to the field of international as well as national security. The concept has received growing attention especially due to the intensification of concerns over maritime terrorism since 2000. The rise of modern piracy, maritime crimes such as human trafficking, and the increasing importance of the 'blue economy' and issues relating to freedom of navigation, maritime environmental protection and resource management have resulted in increased significance of maritime security studies. A significant number of states and other international actors such as, Multinational Corporations (MNCs) and Transnational Corporations (TNCs), have placed maritime security high in their security agenda. This priority is reflected in several governmental and intergovernmental strategies for maritime security. In addition to that the regional grouping in the Indian Ocean and Indo – Pacific, such as ASEAN, BIMSTEC, IORA, and IONS have placed maritime security issues high in their agenda.
