For the past sixty years, the U.S. government has assumed that Japan's security policies would reinforce American interests in Asia. The political and military profile of Asia is changing rapidly, however. Korea's nuclear program, China's rise, and the relative decline of U.S. power have commanded strategic review in Tokyo just as these matters have in Washington. What is the next step for Japan's security policy? Will confluence with U.S. interests—and the alliance—survive intact? Will the policy be transformed? Or will Japan become more autonomous? Richard J. Samuels demonstrates that over the last decade, a revisionist group of Japanese policymakers has consolidated power. The Koizumi government of the early 2000s took bold steps to position Japan's military to play a global security role. It left its successor, the Abe government, to further define and legitimate Japan's new grand strategy, a project well under way-and vigorously contested both at home and in the region. Securing Japan begins by tracing the history of Japan's grand strategy—from the Meiji rulers, who recognized the intimate connection between economic success and military advance, to the Konoye consensus that led to Japan's defeat in World War II and the postwar compact with the United States. Samuels shows how the ideological connections across these wars and agreements help explain today's debate. He then explores Japan's recent strategic choices, arguing that Japan will ultimately strike a balance between national strength and national autonomy, a position that will allow it to exist securely without being either too dependent on the United States or too vulnerable to threats from China. What is Japan's political role in the world? Over the past decade, Japan has been increasingly pressured to assume more financial and political burdens globally. Its foreign policy has thus evolved in a piecemeal manner, around the question of managing foreign pressures. To date, policy has been largely developed by bureaucrats, who are traditionally responsible for public policy in Japan. The lack of a clear set of foreign policy objectives, however, has made it impossible for the bureaucracy to play its previous role as the arbiter of public interests. Today, there is increased recognition that in a more pluralistic society, nongovernmental public policy specialists are needed to provide a more integrated and longer-term vision of foreign policy goals. This book represents the first private and non- governmental indigenous effort to stimulate public debate of Japanese foreign policy. Japan's International Agenda makes a distinctive contribution to the foreign policy debate. Since the end of the Cold War, there has been a significant change in Japanese security policy, as Japan’s security identity has shifted from a peace state, to an international state. In this book, Bhubhindar Singh argues that from the 1990s onwards, the Japanese security policymaking elite recognized that its earlier approach to security policy which was influenced by the peace-state security identity was no longer appropriate. Rather, as a member of the international community, Japan had to carve out a responsible role in regional and international security affairs, which required greater emphasis on the role of the military in Japan’s security policy. To explore the change in Japan’s security identity and its associated security behaviour, this book contrasts the three areas that define and shape Japanese security policy: Japan’s conception (or definition) of national security; the country’s contribution, in military terms, to regional and international affairs; and the changes to the security policy regime responsible for the security policy formulation. Further, it seeks to challenge the dominant realist interpretation of Japanese security policy by adopting an identity-based approach and showing how whilst realist accounts correctly capture the trajectory of Japanese post-Cold War security policy, they fail to explain the underlying causes of the change in Japanese security behaviour in the post-Cold War period. This book is an important addition to the current literature on Japanese security policy, and will be of great use to students and scholars interested in Japanese and Asian politics, as well as security studies and international relations more broadly.
