Oren re-examines Japan’s threat perception during the first two decades of the Cold War, using a wide range of source materials, including many unavailable in English, or only recently declassified. There is a widely shared misconception that during the Cold War the Japanese were largely shielded from threats due to the American military protection, the regional balance of power, Japan’s geographical insularity, and domestic aversion to militarism. Oren dispels this, showing how security threats pervaded Japanese strategic thinking in this period. By dispelling this misconception, Oren enables us to more accurately gauge the degree to which Japan’s threat perception has evolved during and after the end of the Cold War and to enhance our understanding of Tokyo’s strategic calculus in the current situation of rivalry between China and the United States. Japan’s unusual position in the realm of international politics encapsulates a three-fold juxtaposition: both in and out of Asia, both occupied by and a close ally of the United States, and both a key trade partner and a strategic rival of China. Whilst international relations theory offers a number of ways to analyse these relations, this book instead utilizes the concept of risk to provide an innovative perspective on Japan’s relations with China, North Korea and the US. The book elucidates how risk, potential harm and harm are faced disproportionately by certain groups in society. This is demonstrated by providing an empirically rich analysis of the domestic implications of security relations with China, North Korea and the United States through the presence of US troops in Okinawa. Beginning with a theoretical discussion of risk, it goes on to demonstrate how the concept of risk adds value to the study of international relations in three senses. First, the concept helps to break down the boundaries between the international and domestic. Second, the focus on risk and the everyday directs us to ask basic questions about the costs and benefits of a security policy meant to secure the national population. Third, what implications do these two points have for governance? The question is one of governance as Japan’s externally oriented security policy produces domestic insecurity shared disproportionately, not equally, as this volume makes clear. Developing the theory of risk as a tool for understanding international relations, this book will be of great interest to students and scholars of Asian politics, Japanese politics, international relations and security studies, as well as to policy makers and practitioners working in the field.

This volume seeks to capture the rich array of images that define Japan's encounters with the Pacific Ocean. Contemporary Japanese most readily associate 'Pacific' with the devastating war that their country fought over a half century ago. The ensuing occupation realized a situation that this people had striven to avoid ever since the Portuguese first arrived in 1543 - their subjugation by a foreign power. But the Pacific Ocean also extended Japan's overseas contacts. From antiquity Japanese and their neighbours crossed it to trade ideas and products. From the mid-16th century it carried people from more distant lands, Europe and America, and thus expanded and diversified Japan's cultural and economic exchange networks. From the late 19th century it provided the highway to transport Japanese imperial expansion in Northeast Asia and later to encourage overseas migration into the Pacific and the Americas. The studies selected for inclusion in this volume, along with the introduction, explain how the Pacific Ocean thus nurtured images of both threat and opportunity to the island nation that it surrounds.

This book has four main objectives: to bring the thus far almost entirely neglected historical case of ‘the rise of Japan’ into the literature on power shifts in general and ‘the rise of China’ in particular; to propose a discourse-based conceptualization of identity for the study of economic policy that engages theoretical and methodological debates on how to overcome the dichotomy between ‘ideational’ (identity) and ‘material’ (economic) factors; to address the tendency to focus on the ‘radical Other’ in poststructuralist IR scholarship, by highlighting how heterogeneity disturbs exclusive and binary articulations of identity and difference; and to propose a method for putting political discourse theory (PDT) into practice in empirical research by drawing on rhetorical political analysis (RPA). US congressional debates on economic policy on Japan and China in 1985–2008 are analysed as examples of official US elite public discourse. The book shows that the ‘new era’ in US-Chinese relations that scholars and policymakers have been announcing since the beginning of the Trump presidency was long in the making, as it rests on longstanding discourses on the USA’s main economic competitor.
