This book has four main objectives: to bring the thus far almost entirely neglected historical case of ‘the rise of Japan’ into the literature on power shifts in general and ‘the rise of China’ in particular; to propose a discourse-based conceptualization of identity for the study of economic policy that engages theoretical and methodological debates on how to overcome the dichotomy between ‘ideational’ (identity) and ‘material’ (economic) factors; to address the tendency to focus on the ‘radical Other’ in poststructuralist IR scholarship, by highlighting how heterogeneity disturbs exclusive and binary articulations of identity and difference; and to propose a method for putting political discourse theory (PDT) into practice in empirical research by drawing on rhetorical political analysis (RPA). US congressional debates on economic policy on Japan and China in 1985–2008 are analysed as examples of official US elite public discourse. The book shows that the ‘new era’ in US-Chinese relations that scholars and policymakers have been announcing since the beginning of the Trump presidency was long in the making, as it rests on longstanding discourses on the USA’s main economic competitor.

Since the end of the Cold War, one of the most significant debates in international relations has been the question of whether the rise of China as a major economic, political and military power will be a force for stability or instability in the international system and the East Asian region. Forceful arguments have been put forward on both sides. This book examines perceptions of the 'China Threat', and governments' policies in response to the perceived threat in a wide range of countries, including the United States, Russia, Europe, Japan, South Asia, South-East Asia and the Middle East, as well as the perceptions of the Chinese themselves. For each country current security concerns and policies, especially the policy of engagement, are examined in detail, and future prospects for relations with China are assessed. As the Bush administration in Washington increasingly focuses on China as a 'strategic competitor' and Sino-US relations becomes increasingly tense, the 'China Threat' issue has come to dominate the security agenda in the Asia-Pacific region, and now poses the biggest foreign policy challenge of the 21st century.

Japan’s unusual position in the realm of international politics encapsulates a three-fold juxtaposition: both in and out of Asia, both occupied by and a close ally of the United States, and both a key trade partner and a strategic rival of China. Whilst international relations theory offers a number of ways to analyse these relations, this book instead utilizes the concept of risk to provide an innovative perspective on Japan’s relations with China, North Korea and the US. The book elucidates how risk, potential harm and harm are faced disproportionately by certain groups in society. This is demonstrated by providing an empirically rich analysis of the domestic implications of security relations with China, North Korea and the United States through the presence of US troops in Okinawa. Beginning with a theoretical discussion of risk, it goes on to demonstrate how the concept of risk adds value to the study of international relations in three senses. First, the concept helps to break down the boundaries between the international and domestic. Second, the focus on risk and the everyday directs us to ask basic questions about the costs and benefits of a security policy meant to secure the national population. Third, what implications do these two points have for governance? The question is one of governance as Japan’s externally oriented security policy produces domestic insecurity shared disproportionately, not equally, as this volume makes clear. Developing the theory of risk as a tool for understanding international relations, this book will be of great interest to students and scholars of Asian politics, Japanese politics, international relations and security studies, as well as to policy makers and practitioners working in the field.

The reemergence of China as a political force has triggered sharp reassessments of its future role in the Asia-Pacific region. There has been much hyperbole about China's economic power, especially if it is linked with the entrepreneurial talents of the ubiquitous Chinese spread around the globe. Some countries have been encouraged to sound warning bells about China's future ambitions to dominate the region. All this is not surprising, even understandable.
