Japans Aufstieg als Weltmacht und als Industriernacht hat seit der Jahrhun dertwende die öffentliche Meinung in den Ländern des Westens immer wieder beschäftigt. Die Auffassungen schwankten dabei zwischen Bewunderung und Furcht. Das Mißtrauen wuchs, als in den dreißiger Jahren die japanische Re gierung sich nicht mehr mit der wirtschaftlichen Expansion begnügte, sondern glaubte, diese durch eine politische Machtausweitung mit militärischen Mitteln sichern zu müssen. Der Pazifische Krieg gegen die Westmächte vernichtete die militärische und politische Macht des Landes. Um so überraschender war es, daß Japan nach einer kurzen übergangsperiode seine Wirtschaft wieder reorganisieren konnte, daß die industriellen Leistungen der Vorkriegszeit bald wieder erreicht und schließlich weit übertroffen wurden. Wir haben hier eine ähnliche Entwicklung wie in Westdeutschland, wobei das japanische "Wirtschaftswunder" in mancher Beziehung noch eindrucksvoller ist als das deutsche. Beide Länder stellen Musterbeispiele einer dynamischen Wirtschafts entwicklung dar, wobei diese Entwicklung das Ergebnis einer Wirtschafts politik ist, die bewußt ein gleichmäßiges Wachstum von Produktion und Kon sumtion anstrebt und die früher üblichen konjunkturellen Rückschläge durch geeignete Maßnahmen zu verhindern weiß. Weil die politische und militä rische Macht bei der Staaten gebrochen ist, müssen die Antriebskräfte ihres Aufstiegs in erster Linie wirtschaftlicher und gesellschaftlicher Art sein. Damit werden diese Staaten zu einem interessanten Studienobjekt für Wirtschafts politiker und Wirtschaftswissenschaftler.
