While studies of policy analysis in other countries have assessed their needs and integrated them into training programmes for professional policy analysts, Japanese studies have been very limited. Policy analysis in Japan brings together for the first time a detailed examination of the theory and practice of policy analysis systems in Japan, at different levels. As part of the successful International Library of Policy Analysis series edited by Iris Geva-May and Michael Howlett, the book provides expert analysis to closely examine to what extent the Japanese government has succeeded in providing key policy actors with evidence-informed policy options, thereby improving the likelihood of better policies being adopted and implemented. The book also assesses Japan’s future policy directions, allowing policy researchers and practitioners to draw a number of lessons from the Japanese experience. The book includes empirical case studies to aid teaching and further research, and will be a valuable resource for students and academics as well as policymakers. Features of the ILPA series include: • a country-specific systematic study of policy analysis systems by government and non-governmental actors • a history of the country’s policy analysis, empirical case studies and a comparative overview of alternative approaches • a key reference collection for research and teaching in comparative policy analysis and policy studies

Globalization And The Politics Of Institutional Reform In Japan written by Motoshi Suzuki and has been published by Edward Elgar Publishing this book supported file pdf, txt, epub, kindle and other format this book has been release on 2016-03-25 with Business & Economics categories.

Globalization and the Politics of Institutional Reform in Japan illuminates Japan’s contemporary and historical struggle to adjust policy and the institutional architecture of government to an evolving global order. This focused and scholarly study identifies that key to this difficulty is a structural tendency towards central political command, which reduces the country’s capacity to follow a more subtle allocation of authority that ensures political leadership remains robust and non-dictatorial. Thus, Motoshi Suzuki argues that it is essential for a globalizing state to incorporate opposition parties and transgovernmental networks into policy-making processes. Providing an in-depth analysis of the theories of institutional change, this book introduces readers to a wealth of perspectives and counterarguments concerning analysis of political decision-making and policy adjustment on both the national and international scale. Placing Japanese policy reform in the global context and relating policy reform to leadership’s political strategies, the author gives a detailed chronological and analytical overview of Japan’s challenging institutional, political and bureaucratic transformations since the Meiji Restoration of the late nineteenth century. Analysis of globalization and policy reform in a non-liberal state, and the relationship between politicians and bureaucrats from an international perspective is included. For those interested in historical and contemporary Japanese politics from a theoretical perspective, particularly the implications of globalization and the politician–bureaucrat relationship, this is an indispensable resource.

Science Policy Perspectives: USA-Japan is a collection of papers from the "Second Seminar on Science Policy" under the U.S.-Japan Cooperative Science Program held in Hawaii in August 1981. This collection presents an exchange of ideas between the Japan and the United States on each other's science policies. One paper confers the belief that basic and applied scientific research in America are fundamentally distinct. Political and administrative considerations influence perceptions of basic and applied research. Those responsible for framing and implementing science policies should have an alternative, two-dimensional view where basic and applied science does not exclude each other. In Japan, basic research is done in universities, applied research is made in national research institutes, while research and development is carried out by the private sector. Other papers address the policies of resource allocation in basic and applied research in the two countries, the practices of their respective governments, the cooperation of universities and industry, as well as patent policies for government supported research. This collection can prove useful for engineers, inventors, investigators in both government and privately funded research, and policy makers in government dealing with scientific research and development.

This study evaluates, from a neo-Malthusian perspective, Japan's current status and its prognosis in the context of the country's economic vulnerabilities. Drawing on the theoretical contributions of Malthus, N. Georgescu-Roegen, H. and M. Sprout, and assorted environmental-ecological doomsayers, the author reaches pessimistic conclusions about Japan's very long term prospects, but holds out some slim hope for Japan if international cooperation of nearly Utopian dimensions can be achieved.

Recent years have seen a considerable shift in the sources of financial assistance for global health activities. With the private sector as well as emerging economies joining the more developed nations as major players, the balance of power is changing, leading to a momentous shift in perceptions of “global health.” Japan has yet to adopt a comprehensive approach that acknowledges the new global health reality. With political changes, natural disasters, and a sluggish economy dominating the policy scene in recent years, there has been little appetite among decision-makers to develop -- in a practical sense – more effective ways to strategically support global health activities in facilitating a greater impact of Japan’s foreign policy. Japan must develop a comprehensive perspective of global health in order to maximize aid effectiveness and to promote transparency in order to boost the overall effectiveness of the country’s initiatives and benefit the people of Japan, as well.

Written by leading experts, Public Administration in East Asia: Mainland China, Japan, South Korea, Taiwan examines the inner workings of governments in East Asia, in particular its public administration and related public policy processes. It focuses on the apparatus of government — the agencies, their values, context, and policies within which they operate. Organized in parallel sections, the book covers the history, public policy processes, organization, HRM, ethics, corruption, intergovernmental relations, performance management, and e-government. It discusses each of these topics separately for Mainland China, Japan, South Korea, and Taiwan, providing an unusual and important comparative perspective. The book includes essential knowledge and facts, discussions of emerging issues, and useful resources for further reading. It addresses questions such as: What is the history of public administration in East Asia? How are decisions made? What is the role of Confucianism in shaping public administration? How does the developmental path affect public administration? Why is performance management emphasized? What is the state of citizen participation? How are ethical underpinnings of the civil service different from the West? Why are intergovernmental relations an essential issue in East Asia? What are the politics behind world-class achievements in IT? What is the nature of civil service reform? What is the nature of efforts to combat government corruption? You can find many books on trade policy and politics that sometimes give good insight into the operation of government agencies. You can also find a few edited books that contain single chapters on countries in the Asia-Pacific region. What is missing, however, is a single resource that provides an overview with depth on matters solely about public administration. This state-of-the-art resource brings together the fragments of existing knowledge on East Asian economies, filling the need for a comprehensive compendium that showcases the public administration practices in the region and East Asia’s innovative approaches to governance and its many challenges.

Gender Policies In Japan And The United States Comparing Women S Movements Rights And Politics written by J. Gelb and has been published by Springer this book supported file pdf, txt, epub, kindle and other format this book has been release on 2003-12-11 with Political Science categories.

This book is the first to explore the similarities and differences in gender related policy making and outcomes in Japan and the United States. It focuses on the role of women's movements and other factors in determining policy. Three policies are examined: Equal employment, domestic violence and reproductive rights, with additional attention to gender equality policy in Japan and 'family friendly policy' in both nations. The analysis examines the significance of international feminism and new standards of gender equity - kansetsu gaiatsu - as a resource for Japanese feminists seeking policy reform, as well as new trends toward policy cooperation. The future role of the United States, long a leader in policy development for women, is critically analyzed, and Gelb suggests that American feminists and policymakers can learn important lessons from the experience of Japanese women's movements and efforts at influencing public policy.
