Over the years, there have been several publications on science and technology in South Africa. Most, if not all of them, have focused on the science and technology landscape up to the mid-eighties. The changes in the science and technology system since the democratisation of this country have thus far not been reflected on in a systemstic way. This book presents a perspective on this changing landscape by offering an encompassing conceptual framework that should remain valid even if the policy were to evolve further. This perspective is further profiled by bringing into focus the main developments that have shaped science policy in South Africa since the turn of the 20th century. The last four chapters of this book sketch this process and its outcomes to date - unstable as the picture may still be. This dynamic situation, however, does allow one to experience something of the vibrant atmosphere that characterised the transformation of the country during the 1990s. This overview of the development of science and technology is presented within the context of a multi-faceted conceptual framework (chapters 1, 2, 3 and 4). The intention of this book is to offer an overview and evaluation of the policy and system and a prognosis of future developments in the context of broader historical, theoretical and international trends.

Science Policy Perspectives: USA-Japan is a collection of papers from the "Second Seminar on Science Policy" under the U.S.-Japan Cooperative Science Program held in Hawaii in August 1981. This collection presents an exchange of ideas between the Japan and the United States on each other's science policies. One paper confers the belief that basic and applied scientific research in America are fundamentally distinct. Political and administrative considerations influence perceptions of basic and applied research. Those responsible for framing and implementing science policies should have an alternative, two-dimensional view where basic and applied science does not exclude each other. In Japan, basic research is done in universities, applied research is made in national research institutes, while research and development is carried out by the private sector. The United States and other countries around the world face problems of an increasingly global nature that often require major contributions from science and engineering that one nation alone cannot provide. The advance of science and engineering is an increasingly global enterprise, and in many areas there is a natural commonality of interest among practitioners from diverse cultures. In response to challenges, the National Academies held a workshop in Washington, DC, in February 2011, to assess effective ways to meet international challenges through sound science policy and science diplomacy. U.S. and International Perspectives on Global Science Policy and Science Diplomacy summarizes issues addressed during this workshop. Participants discussed many of the characteristics of science, such as its common language and methods; the open, self-correcting nature of research; the universality of the most important questions; and its respect for evidence. These common aspects not only make science inherently international but also give science special capacities in advancing communication and cooperation. Many workshop participants pointed out that, while advancing global science and science diplomacy are distinct, they are complementary, and making them each more effective often involves similar measures. Some participants suggested it may sometimes be more accurate to use the term global science cooperation rather than science diplomacy. Other participants indicated that science diplomacy is, in many situations, a clear and useful concept, recounting remarkable historical cases of the effective use of international scientific cooperation in building positive governmental relationships and dealing with sensitive and urgent problems. To gain U.S. and international perspectives on these issues, representatives from Brazil, Bangladesh, Egypt, Germany, Jamaica, Kazakhstan, Malaysia, Morocco, Rwanda, South Africa, and Syria attended the workshop, as well as two of the most recently named U.S. science envoys, Rita Colwell and Gebisa Ejeta.
