Mentions anti-Jewish policies of some rulers in the Latvian provinces - Courland, Lievland, and Latgalia - between the 16th century and 1914. Some Jews were killed in Riga in pogroms during the revolution of 1905-06. The 1930s were marked by attempts to oust Jews from the economy of independent Latvia. Antisemitism of the radical right was also conspicuous. Ch. 10 (pp. 125-144) deals with the Holocaust in Latvia, describing mass shootings of Jews by the Arājs Commando, the Riga ghetto, and Latvian rescuers of Jews. Ch. 11 (pp. 145-157), on the Soviet occupation 1944-1991, also discusses state antisemitism. Ch. 14 (pp. 179-212), "The Jews of Latvia 1919-1940", presents an anonymous text compiled by Latvian Jews in the USA in 1941-42; pp. 206-209 deal with antisemitism. Ch. 13 (pp. 169-178), "Comments on 'The Jews of Latvia 1919-1940'" is a response by Andrew Ezergailis, who contends that the Latvian dictator Kārlis Ulmanis (1934-40) was not antisemitic.

Excerpt: The Rumbula massacre was the two-day (November 30, 1941 and December 8, 1941) killing of about 25,000 Jews in and on the way to Rumbula forest near Riga, Latvia, during the Holocaust. Save only the Babi Yar massacre in Ukraine, this was the biggest two-day Holocaust atrocity until the operation of the death camps. About 24,000 of the victims were Latvian Jews from the Riga Ghetto and approximately 1,000 were German Jews transported to the forest by train. The Rumbula massacre was carried out by the Nazi Einsatzgruppe A with the help of local collaborators of the Arajs Kommando, with support from other such Latvian auxiliaries. In charge of the operation was Higher SS and Police Leader Friedrich Jeckeln, who had previously overseen similar massacres in the Ukraine. Rudolf Lange, who later participated in the Wannsee Conference, also took part in organising the massacre. Some of the accusations against Latvian Herberts Cukurs are related to the clearing of the Riga Ghetto by the Arajs Kommando. The Rumbula killings, together with many others, formed the basis of the post-World War II Einsatzgruppen trial where a number of Einsatzgruppen commanders were found guilty of crimes against humanity. This crime is known by different names, including "The Big Action," and the "Rumbula Action," but in Latvia it is just called "Rumbula" or "Rumbuli.."..

A history of the Holocaust in Latvia, focusing on the question of the involvement of Latvians in its implementation. Contends that extant historiography on the Holocaust in Latvia has been greatly influenced by Soviet publications, which tend to vilify the Baltic and Ukrainian peoples. Examination of documents and witnesses' accounts shows that there were no "spontaneous killing actions" on the part of Latvians during the occupation - the killing was initiated and basically perpetrated by the Nazis, mainly by Einsatzgruppe A. Before the war, traditional antisemitism was prevalent in Latvia, but not modern racist theories. The regime of Ulmanis (1934-40) was not antisemitic. The main antisemitic organization in prewar Latvia, Perkonkrusts, supplied mainly writers, not killers. Dwells on the Arajs commando, created by the Nazis in 1941, which killed tens of thousands of Jews in Latvia, Russia, and Belarus. The contribution of the Latvian auxiliary police to the Holocaust was smaller. Describes the extermination of Jews in Riga, Liepaja, Daugavpils, Rezekne, Ventspils, and other places (in some of which ghettos were established) and Nazi camps in Latvia - Kaiserwald, Salaspils, and others.
