How threatening are al-Qaeda and the Islamic State? In Jihadism Constrained,Barak Mendelsohn suggests that although jihadi terrorism is a serious challenge, it must not be exaggerated. Transnational terrorist organizations and jihadi transnational groups in particular face three central challenges: How to create a polity that is based on religious affiliation when most people identify with national and sub-national identities? How to generate political effects across borders? And how to produce unity among all components of the transnational movement? The book argues that transnational jihadism has been struggling on all three fronts. Success of armed nonstate actors hinges on their ability to mobilize the masses, but transnational jihadis persuaded only a tiny fraction of the world’s Muslims to abandon their other identity markers and support a faith-based global polity that promotes an extreme interpretation of Islam. As military pressure endangers cross-border activities, jihadi groups introduced local branches only to find that such localization undermines their transnational agenda. Jihadi groups also lack a viable plan to turn armed success in separate states into cross-border political effects. Finally, jihadis regularly fall into internal conflicts. These conflicts are exacerbated by the use of Islamic discourse that renders compromise and reconciliation particularly difficult.

The Syrian regime unleashed unprecedented violence to suppress large-scale non-violent protests amid the Arab uprisings. Hundreds of armed groups formed throughout the country to defend the protesters and fight back. However, in contrast to other conflicts previously dominated by al-Qaeda and Islamic State, the two largest Syrian Jihadi groups, Ahrar al-Sham and then Jabhat al-Nusra, rejected global jihad and began to cultivate new ties with the population, other armed opposition groups, and even foreign states. This strategic shift is a response to the Jihadi paradox--a realization that while Jihadis excel at leading insurgencies, they fail to achieve political victories. In From Jihad to Politics, Jerome Drevon offers an examination of the Syrian armed opposition, tracing the emergence of Jihadi groups in the conflict, their dominance, and their political transformation. Drawing upon field research and interviews with Syrian insurgents in northwestern Syria and Turkey, Drevon demonstrates how the context of a local conflict can shape armed groups' behavior in unexpected ways. Further, he marshals unique evidence from the Arab world's most intense conflict to explain why the trajectory of the transnational Jihadi movement has altered course in recent years.

Although terrorism is an age-old phenomenon, jihadi ideology is distinctive in its ambition to abandon the principle of state sovereignty, overthrow the modern state system, and replace it with an extremely radical interpretation of an Islamic world order. These characteristics reflect a radical break from traditional objectives promoted by terrorist groups. In Combating Jihadism Barak Mendelsohn argues that the distinctiveness of the al-Qaeda threat led the international community to change its approach to counterterrorism. Contrary to common yet erroneous conceptions, the United States, in its role as a hegemon, was critical for the formulation of a multilateral response. While most analyses of hegemony have focused on power, Mendelsohn firmly grounds the phenomenon in a web of shared norms and rules relating to the hegemon’s freedom of action. Consequently, he explains why US leadership in counterterrorism efforts was in some spheres successful, when in others it failed or did not even seek to establish multilateral collaborative frameworks. This book is based on unprecedented interviews with active and former jihadists, even IS fighters. It focuses on the changing nature of jihad as a social phenomenon and how jihad changes jihadists. It argues that there are fascinating generational differences between jihadists’ ideas and behaviors. Moreover, it argues that jihad changes jihadists through socialization in jihadists groups. Indeed, radicalization continues in new forms after entering the conflict zone. Recognizing that jihadism is a complex social phenomenon and a discourse on religiously legitimized violence with deep roots in the history of Islam and Muslim societies, the book asks two simple questions. Why have some Muslims residing in the West taken up arms to enter the global battlefields of jihad? Have the motivations and experiences of different jihadists all been the same? To create a more coherent analysis than the article format allows, and to offer new insights, the author summarizes and further develops several years of research into jihadism. As gaining access to and conducting interviews—especially with active jihadists—often differs from standard interviews, much of the data were collected in a gray zone between more formal interviewing and ethnographic research. The empirical material, which is based on interviews with active and former jihadists, is unique. Moreover, the methodological reflections are unprecedented, and the project offers new analytical insights into jihadism with a focus on how jihadism and jihadists change.

In February 2014, al-Qaida issued a statement that shocked the entire Jihadi movement. For the first time in its history, the group declared that a local affiliate, the Islamic State in Iraq, was no longer part of al-Qaida.
