Jihadism, Foreign Fighters and Radicalization in the EU addresses the organizational and strategic changes in terrorism in Europe as a result of urban jihadism and the influx of foreign fighters of European nationality or residence. Examining the different types of responses to the treatment of radicalization and its consequences in the recruitment of young urban fighters and jihadists, this book offers a framework for understanding the process of violent radicalization. It critically analyses political and legal responses that have taken place within the European framework, whilst also examining a series of functional responses from social and behavioural psychology. This book then goes on to develop an explanatory model from an economic standpoint, exploring the need to adapt the fight against the financing of terrorism to the changes in the sources of financing jihadist cells and foreign fighters. Furthermore, the volume draws on experience from the prison sector to assess the process of radicalization and the possibilities of intervention. The term ‘foreign fighters’ describes nationals of one state who – for whatever variety of reasons and motives – travel abroad to take part in a conflict in another state without the promise of financial reward. The majority of attention has so far been focused on the nationals of Western European states who have gone to fight for the so-called Islamic State in Syria. There exist, however, other examples of contemporary European foreign fighters whose travails, motivations and returns have been largely unnoticed and underappreciated. This books attempts to balance this state of affairs by bringing to the fore some lesser known cases of non-terrorist but foreign fighters related to the conflict in Ukraine, and situating them against the backdrop of the larger mobilization for the war in Syria. This book presents edited versions of the 12 papers presented at the NATO Advanced Research Workshop (ARW) ‘Not Only Syria? Foreign Fighters: A Threat to NATO Allies and Their Neighbours’. The workshop was held in Chisinau, Moldova, in May 2016, and brought together researchers and experts in the field to discuss the differences, similarities and parallels between different groups of foreign fighters engaged in the conflicts in Syria and the Ukraine. The papers include contributions from the Netherlands, Belgium, Denmark and Poland among others, and examine cases of foreign fighters from these and other countries. The book will provide an interesting context to researchers who have, up to now, looked only at a single set of such fighters, and will lead to tangible recommendations on how to develop policies to address the threat posed by returnees from any conflict.

In conflict zones around the world, the phenomenon of foreign insurgents fighting on behalf of local rebel groups is a common occurrence. They have been an increasing source of concern because they engage in deadlier attacks than local fighters do. They also violate international laws and norms of citizenship. And because of their zeal, their adversaries - often the most powerful countries in the world - are frequently incapable of deterring them. Foreign fighters have made headlines in recent wars in Afghanistan, Iraq, and Somalia, and the term is widely equated with militant Islamists. However, foreign fighters are not a new phenomenon. Throughout modern history, outside combatants have fought on behalf of causes ranging from international communism to aggrieved ethnic groups. Analyzing the long history of foreign fighters in the modern era helps us understand why they join insurgencies, what drives their behavior, and what policymakers can do in response. In Foreign Fighters, David Malet examines how insurgencies recruit individuals from abroad who would seem to have no direct connection to a distant war. Remarkably, the same recruiting strategies have been employed successfully in all foreign fighter cases, regardless of the particular circumstances of a conflict. Malet also catalogues foreign fighters in civil wars over the past two centuries, providing data indicating that they are disproportionately successful and growing in number. Detailed case histories constructed from archival material and original interviews demonstrate the same recruitment patterns in highly diverse conflicts including the Texas Revolution, the Spanish Civil War, the Israeli War of Independence, and the Afghanistan War. The results show that foreign fighters from Davy Crockett to George Orwell to Osama bin Laden create and respond to strategically crafted appeals to defend transnational communities under dire threat.

This book, a follow-up publication to the 2016 volume Foreign Fighters under International Law and Beyond, zooms in on the responses that the international community and individual States are implementing in response to (prospective and actual) returning foreign fighters (FFs) and their families, focusing on returnees from Syria and Iraq to European countries. As States and international organisations are still ‘learning by doing’, the role of the academic community is to help steer the process by bridging the divide between international standards and their implementation at the national level and between security concerns and human rights law. Furthermore, the academic community can and should assist in identifying ways forward that are both effective, sustainable and international law-compliant. Those are, ultimately, the goals that the present volume seeks to pursue. The observations, recommendations and warnings included in this book will be useful in future debates on (returning) FFs, both in the academic world and in the world of policy makers and practitioners, as well as to the public at large. This book is based on unprecedented interviews with active and former jihadists, even IS fighters. It focuses on the changing nature of jihad as a social phenomenon and how jihad changes jihadists. It argues that there are fascinating generational differences between jihadists’ ideas and behaviors. Moreover, it argues that jihad changes jihadists through socialization in jihadists groups. Indeed, radicalization continues in new forms after entering the conflict zone. Recognizing that jihadism is a complex social phenomenon and a discourse on religiously legitimized violence with deep roots in the history of Islam and Muslim societies, the book asks two simple questions. Why have some Muslims residing in the West taken up arms to enter the global battlefields of jihad? Have the motivations and experiences of different jihadists all been the same? To create a more coherent analysis than the article format allows, and to offer new insights, the author summarizes and further develops several years of research into jihadism. As gaining access to and conducting interviews—especially with active jihadists—often differs from standard interviews, much of the data were collected in a gray zone between more formal interviewing and ethnographic research. The empirical material, which is based on interviews with active and former jihadists, is unique. Moreover, the methodological reflections are unprecedented, and the project offers new analytical insights into jihadism with a focus on how jihadism and jihadists change.

The so-called "Islamic State" (IS) that has swept into power in parts of Syria and Iraq presents an imminent danger to the global community with its capacity as an effective, ideologically motivated, and bloodthirsty fighting force, coupled with its expanding territorial reach, on the ground and online. The IS has taken on a quasi-state form that mixes modernity with ancient rites, and aggressively promotes sectarian violence and religious extremism with a decidedly apocalyptic bent. Too, it has introduced to the Middle East a new level of extremism and brutality, marked by volatile fluidity, with far-reaching, dangerously destabilizing effects on state and non-state actors, regionally and globally. This book offers insights into the nature of the IS and what the international community can do to combat it. In order to achieve this objective, the origins, intentions, leadership, capabilities, and operations of the IS are explored. The Islamic State’s multifaceted efforts and effects in the region and beyond are described. Also, national, regional, and global strategies that are being pursued to address the new threat are examined.
