August 1632 in Wrington, Somerset, geboren wurde, gilt als Philosoph der Emanzipation des Bürgertums. Nachdem John Locke am Christ Church College in Oxford unter anderem Medizin, Chemie und Philosophie studiert hatte, machte er 1667 die Bekanntschaft mit Lord Ashley, dem Earl of Shaftesbury, der in der Opposition zu den Stuarts stand und auf dessen Anregung Locke seine berühmte Schrift "Two Treatises of Governement" verfasste. In der ersten seiner "Zwei Abhandlungen über die Regierung" setzt sich Locke mit Sir Robert Filmer auseinander und entkräftet dessen These von der göttlich gewollten katholischen Thronfolge. Insbesondere Filmers These, dass Menschen nicht von Natur aus frei seien, wollte Locke widerlegen. Allerdings kommt er erst in seiner zweiten Abhandlung der Klärung der Frage nach, worin seiner Meinung nach Freiheit bestehe und wie eine Gesellschaft, die ihre Freiheit bewahren möchte, aussehen solle. Darüber hinaus wollte Locke darstellen, worin der rechtmäßige Ursprung der Herrschaft liege. Ähnlich wie Thomas Hobbes und andere Naturrechtler geht John Locke von einem fiktiven vorgesellschaftlichen Status quo, dem Naturzustand, aus, auf dem die Konstruktion seines Herrschaftsvertrages fußt. Locke beschäftigte sich in seinen "Two Treatises of Governement" fast ausschließlich mit der inneren Ordnung einer politischen Gesellschaft und nur ein einzige s Kapitel - das sechzehnte Kapitel der zweiten Abhandlung mit dem Titel "Of Conquest" - handelt von den Beziehungen eines Gemeinwesens (commonwealth) zu seinen Nachbarn. Neben der Bildung eines Staates zur Bewahrung der Freiheit schildert Locke zudem die Rechte, die den Bürgern im Kriegszustand zustehen und in welchen Fällen sie ein Recht auf Widerstand gegen einen Herrscher haben.
