An ability to understand which civil wars are most likely to draw in outside powers and when this is likely to happen has important policy implications as well as simply answering a scholarly question. Joining the Fray takes existing explanations about which outside states are likely to intervene militarily in civil wars and adds to them explanations about when states join and why. Building on his earlier volume, Is this a Private Fight or Can Anybody Join?, Zachary C. Shirkey looks at how the decision to join a civil war can be intuitively understood as follows: given that remaining neutral was wise when a war began something must change in order for a country to change its beliefs about the benefits of fighting and join the war. This book studies what these changes are, focusing in particular on revealed information and commitment problems.

After serving as a missionary and then foreign advisor to Qing officials from 1887 to 1911, John Ferguson became a leading dealer of Chinese art, providing the Metropolitan Museum of Art, the Cleveland Museum of Art, and other museums with their inaugural collections of paintings and bronzes. In multiple publications dating to the 1920s and 1930s, Ferguson made the controversial claim that China’s autochthonous culture was the basis of Chinese art. His two Chinese language reference works, still in use today, were produced with essential help from Chinese scholars. Emulating these “men of culture” with whom he lived and worked in Peking, Ferguson gathered paintings, bronzes, rubbings, and other artifacts. In 1934, he donated this group of over one thousand objects to Nanjing University, the school he had helped to found as a young missionary. This work offers a significant contribution to the history of Chinese art collection. John Ferguson learned from and worked with Qing dynasty collectors and scholars, and then Republican-era dealers and archeologists, while simultaneously supplying the objects he had come to know as Chinese art to American museums and individuals. He is an ideal subject to help us see the interconnections between increased Western interest in Chinese art and archeology in the modern era, and cultural change taking place in China.

Far from being a monolith with unanimous leadership loyalty to the cause of a separate nation, the Confederacy was in reality deeply divided over how to achieve independence. Many supposedly loyal leaders, civilian as well as elected officials, opposed governmental policies on the national and state levels, and their actions ultimately influenced non-support for military policies. Congressional differences over arming the slaves and bureaucratic squabbles over how to conduct the war disrupted the government and Cabinet of President Jefferson Davis. Rumors of such irreconcilable differences spread throughout the South, contributing to an overall decline in morale and support for the war effort and causing the Confederacy to come apart from within. When asked to make sacrifices, civilian leaders found themselves caught in the dilemma of either aiding the Confederacy or losing money through poor utilization of slave labor. To sustain profits, the business and planter classes often traded with the enemy. Upon consideration of arming the slaves, many members of Congress proclaimed that the war effort was not worth the demise of slavery and preferred instead to take their chances with the Northern government. Cultural leaders, clergy, newspapermen, and men of letters claimed their loyalty to the war effort, but often criticized government policies in public. By asking for financial support and instituting a military draft, the national government infuriated local patriots who wanted to defend their own states more than they desired to defeat the enemy.
