The second Joint External Evaluation (JEE), convened by Zambia National Public Health Institute (ZNPHI), assessed Zambia's compliance with the International Health Regulations (IHR) core capacities, using the WHO IHR Joint External Evaluation tool. The evaluation was conducted in October 2023 by a team of external experts with international experience in diverse technical areas, engaging with technical experts from Zambia's government bodies, academic institutions, and development partners. It involved discussions across all technical areas stipulated in the JEE tool, site visits at national and sub-national levels, and resulted in collaborative development of priority actions. The International Health Regulations (IHR 2005) is a global framework for health security that mandates each country to build and sustain agreed IHR core public health capacities for prevention, preparedness, detection and response to public health emergencies. Botswana, as a State Party to the IHR 2005, has made significant strides in implementing these regulations since they came into action in 2007. The second JEE assessed Botswana's level of attainment of the IHR core capacities, using the World Health Organization (WHO) IHR JEE tool version 3.0. The evaluation was conducted in March 2024 by a team of external experts with international experience in diverse technical areas along with technical experts from Botswana's government bodies, academic institutions and development partners. It involved discussions across 19 technical areas, site visits at national and subnational levels, and resulted in collaborative development of priority actions. This comprehensive report presents the technical area indicators’ scores, highlights the strengths and challenges as well as priority actions by technical area, with an emphasis on identified cross-cutting themes that require immediate attention for enhanced health security.

The Joint External Evaluation (JEE) team expresses its appreciation to Uganda for volunteering for the JEE and for its commitment to global health security. Uganda has made impressive progress in strengthening its capacity to prepare for, detect early and rapidly respond to public health emergencies and disasters. The evaluation was conducted using the latest JEE tool version 3, which incorporates lessons learned from the COVID-19 pandemic and other health emergencies. Uganda’s effective response to these challenges demonstrates its capacity to manage health emergencies effectively while maintaining routine healthcare services. Uganda has made notable gains towards attaining national health security since the previous IHR JEE in 2017. The Office of the Prime Minister in collaboration with Ministry of Health has established strong partnerships with other government ministries, departments and agencies, and continues to enjoy valuable support from development partners in the country. Uganda has attained the threshold to support other countries in the region in selected IHR technical capacity areas. The JEE mission, conducted in Uganda from 23 to 27 October 2023, involved a peer-to-peer consultative process that included discussions, collaboration, and site visits across 19 technical areas. A multisectoral group of national and international experts participated, leading to consensus on scores and priority actions for each technical area. The evaluation was designed to support Uganda’s IHR (2005) implementation and enhance health security.

This global report is an update of the previous edition issued in 2022 and provides a snapshot of the implementation of the WHO recommendations and standards aimed at making health care settings a safe environment through best practices in IPC, including water, sanitation and hygiene (WASH) and waste management. It highlights the burden of health care-associated infections (HAIs) and antimicrobial resistance (AMR) and the related harm to both patients and health workers in care settings. It presents also an updated global situation analysis of the implementation of IPC programmes at the national and health care facility levels, including a focus on the WHO regions. Finally, it highlights recent landmark political and implementation documents, which indicate directions, actions, indicators and targets for countries and the international IPC community to help them to progress in the implementation and improvement of IPC. The report is primarily aimed at those in charge of making decisions and formulating policies in the field of IPC at national, subnational and facility levels. This includes policy-makers, senior managers, administrators who are managing health budgets, and IPC focal points at national (ministry of health, public health institutes, etc.), subnational and health care facility levels.
