Urban areas present the most complex environment for military operations. This complexity is derived from numerous factors such as location, history, economic development, climate, available building materials, the natural terrain on which they are built, the cultures of their inhabitants, and many other factors. There are many ways to frame an understanding of the factors influencing the urban environment, one of which is to view the urban environment as an urban triad consisting of complex man-made physical terrain, a population of significant size and density, and an infrastructure. A complex man-made physical terrain consisting of manmade structures of varying types, sizes, materials, and construction. A population of significant size and density inhabits, works in, and uses the man-made and natural terrain. An infrastructure upon which the area depends also occupies man-made terrain and provides human services and cultural and political structure for the urban area and of ten beyond, perhaps for the entire nation. Operations in urban areas may occur within the context of a campaign or major operation. These operations may take place entirely within a city or may include multiple urban areas and may be influenced by interconnected surrounding areas. The joint force commander (JFC) will determine whether or not operating in an urban environment is essential for the conduct of the campaign or major operation and, if so, where and when to conduct joint urban operations (JUOs). The urban environment is made up of adaptive system with a wide range of structures, processes, and functions that have evolved to sustain concentrated human societies in confined space. These structures are all the various familial, tribal, professional, commercial, governmental, social, religious, educational, and media institutions that typify urban society. Planning for operations conducted in urban environments generally follows the same basic process as planning for operations in other environments. The challenges inherent in operating in an urban area are sufficiently different and complex. The essential problem is how to operate in an urban environment to defeat adversaries embedded and diffused within populated urban areas without causing catastrophic damage to the existing, functioning society. If a major JUO is to be undertaken as part of a larger campaign, then plans should address the difficult balance, synchronization, and integration between the JUO and the rest of the campaign. Joint functions are related capabilities and activities grouped together to help JFCs integrate, synchronize, and direct joint operations. Functions that are common to joint operations at all levels of war fall into six basic groups — command and control, intelligence, fires, movement and maneuver, protection, and sustainment. A number of subordinate tasks, missions, and related capabilities help define each function. Some tasks, missions, and capabilities could apply to more than one joint function. The ability of the JFC to influence the outcome of operations conducted in urban areas is the result of leadership and the ability to control forces and functions in order to execute the intent. The key to understanding the urban operational environment at all levels is the ability to rapidly collect and disseminate information. Since any JUO contains a great deal of uncertainty, and since knowledge is a perishable asset, then speed and precision are necessary to get the right information in the right hands as expediently as possible. This publication provides joint doctrine for the planning, execution, and assessment of joint operations in an urban environment and explains how they differ from operations undertaken in other environments.

Joint urban operations (JUOs) are joint operations planned and conducted on, or against objectives within, a topographical complex and its adjacent natural terrain, where man-made construction or the density of population are the dominant features. Commanders and their staffs should consider the complex and dynamic interactions and relationships of the population with the physical terrain and infrastructure. Urban areas present a complex environment for military operations. This complexity is derived from numerous factors such as location, history, economic development, climate, available building materials, the natural terrain on which they are built, the cultures of their inhabitants, and many other factors. This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff (CJCS). It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations. It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes joint doctrine for operations, education, and training. It provides military guidance for use by the Armed Forces in preparing their appropriate plans. It is not the intent of this publication to restrict the authority of the JFC from organizing the force and executing the mission in a manner the JFC deems most appropriate to ensure unity of effort in the accomplishment of the overall objective.

Ongoing operations in the villages, towns, and cities of Afghanistan and Iraq offer the first real test of the United States' joint urban operations doctrine, which was published in 2002. The objective of this study was to reveal tools that will better enable military and civilian alike to meet national policy objectives best through more effective conduct of urban combat and restoration. To do so, the study drew heavily on written material and interviews pertaining to Operation Enduring Freedom (OEF) and Operation Iraqi Freedom (OIF). Written information used includes thousands of pages of hard-copy and electronic material, much of it from military personnel still serving in theater at the time of its writing. The 102 interviews included those with members of the U.S., UK, and Australian armed forces and civilians working to reconstruct Iraq. The military personnel represent the four service arms and both regular and special operations organizations. The time frame for the study corresponds to two collection phases. Phase I was conducted from October 2003 to April 2004; Phase II was conducted from July 2004 to September 2004. The results of a third phase of the study will be published under separate cover. Drawing from both the written sources and the interviews, the authors present three overarching observations that are particularly relevant in demonstrating the character or influence of joint urban undertakings: (1) The "Three-Block War" Is the Reality During Modern Urban Operations, (2) The Importance of Orchestrating Urban Military and Civil Activities in Support of Strategic Objectives Is Fundamental to National and Coalition Success, and (3) Urban Operations Increasingly Characterize the General Character of U.S. and Coalition Undertakings. The authors also provide 25 other observations and highlights organized using the joint urban doctrine operational construct of understand, shape, engage, consolidate, and transition (USECT).

Growing interest in military operations on urbanized terrain (MOUT) has spawned a review of U.S. force readiness to conduct missions during such undertakings. Units have too frequently been found to be less able during MOUT training than is desirable. The resultant identification of shortcomings, in turn, has revealed areas requiring improvement. The causes for this condition are multifold, but diagnoses readily point to inadequate training and doctrine as fundamental weaknesses. As training in considerable part takes its lead from doctrine, a thorough review of U.S. service and joint doctrine is in order. This report is an element of that review. As it was readily apparent that there was little in the way of joint MOUT doctrine, the J8 Urban Working Group (UWG) requested that RAND determine whether such doctrine was necessary at the operational level of war. Initial work and interviews revealed that the question as asked circumscribed the issue too narrowly. Analysis was therefore expanded in the following ways: Rather than limit consideration of joint doctrinal concerns to the operational level, the study was expanded to encompass tactical issues. Instead of simply answering the question as to whether a joint doctrine was called for, RAND sought to specifically identify requirements that should be a part of any joint MOUT doctrine. If joint MOUT doctrine was found to be necessary, should the resulting guidance be added to future revisions of current joint manuals, or was a new, separate joint publication dealing exclusively with MOUT called for?

It is evident to virtually everyone that future military operations will include urban operations far more often than not. In fact, operations in densely populated, built-up areas already frequently dominate U.S. armed forces deployments. Over the past decade, Service training initiatives have reflected a renewed interest in preparing for such contingencies. However, members of Congress have expressed concern that these efforts were insufficiently coordinated. Therefore, Congress requested that a study be conducted of how the military community might better orchestrate its resources to improve readiness for forcewide urban operations. Three sponsors -- the Office of the Secretary of Defense Readiness; J7, U.S. Joint Forces Command; and Joint Urban Operations Office, J9, U.S. Joint Forces Command -- asked the RAND Corporation to undertake the task of developing a joint urban training strategy for the period 2005-2011 to assist in meeting this objective. This monograph presents that strategy. It will be of interest to individuals in the government, nongovernmental organizations, private volunteer organizations, and the commercial sector whose responsibilities include the planning, policy, doctrine, training, funding, and conduct of actions undertaken in or near urban areas in both the immediate future and the longer term. This research was conducted for the Department of Defense within the International Security and Defense Policy Center and the Forces and Resources Policy Center of the RAND National Defense Research Institute, a federally funded research and development center sponsored by the Office of the Secretary of Defense, the Joint Staff, the Unified Combatant Commands, the Department of the Navy, the Marine Corps, the defense agencies, and the defense Intelligence Community.
