The history of the Islamic movement in Jordan displays glaring contrasts with its counterparts in other Islamic countries like Egypt, Iran and Syria. In a marked departure from the frequent and bloody confrontations that have characterized the relationship between the state and Islamic opposition in these countries, the Jordanian Muslim Brothers have been nonviolent, and often defended the state vis-à-vis the challenges of radical ideologies. Following the democratization process by late King Hussein, the Muslim Brothers participated in the 1989 elections. To reconcile their belief in the sovereignty of the shari'a with the secular framework established by the state, the Brothers formed the Islamic Action Front Party with the sole objective of participating in the democratic process. This provocative move had also the benefit of providing additional political space for the more pragmatic and moderate minded Islamic activists, hindering the possibility of a split and thus maintaining the overall unity of the movement. This phenomenon is remarkable because the Jordanian Brothers have ideological and organizational affinities with the Muslim Brothers of Egypt and Syria. Further, the Jordanian state shared with the Egyptian, Iranian, and Syrian states certain structural features. Yet a peaceful cohabitation characterized the relationship between the Hashemite Kingdom of Jordan and the Muslim Brothers. This book explains the state-religion relationship in Jordan in terms of the state's ideology and policies, class formation and the relationship between the dominant classes and the Muslim Brothers.

This Handbook presents a broad yet nuanced portrait of the Hashemite Kingdom of Jordan, its socio-political rifts, economic challenges, foreign policy priorities and historical complexities. The Hashemite Kingdom of Jordan has traditionally been an oasis of peace and stability in the ever-turbulent Middle East. The political ambitions of regional powers, often expressed in the form of territorial aggrandisement, have followed the Hashemites like an inseparable shadow. The scarcity of natural resources, especially water, has been compounded by the periodic influx of refugees from its neighbours. As a result, many—Arab and non-Arab alike—have questioned the longevity and survival of Jordan. These uncertainties were compounded when the founding ruler, King Abdullah I, became involved in the nascent Palestinian problem at the end of World War II. The annexation of the eastern part of Mandate Palestine or the West Bank in the wake of the 1948 War transformed the Jordanian demography and sowed the seeds of an uneasy relationship with the Palestinian component of its population, citizens, residents and refugees. Though better natural resources and stronger leaders have not ensured political stability in many Arab and non-Arab countries, Jordan has been an exception. Indeed, since its formation as an Emirate by the British in 1921, the Kingdom has seen only four rulers, a testimony to the sagacity and political foresight of the Hashemites. The Hashemites have managed to sustain the semi-rentier model primarily through international aid and assistance, which in turn inhibits Jordan from pursuing rapid political and economic reforms. Though a liberal, multi-religious and multicultural society, Jordan has been hampered by social cleavages especially between the tribal population and the forces of modernization.

According to conventional wisdom, the national identity of the Jordanian state was defined by the ruling Hashemite family, which has governed the country since the 1920s. But this view overlooks the significant role that the "Arab street"—in this case, ordinary Jordanians and Palestinians—played and continues to play in defining national identity in Jordan and the Fertile Crescent as a whole. Indeed, as this pathfinding study makes clear, "the street" no less than the state has been a major actor in the process of nation building in the Middle East during and after the colonial era. In this book, Betty Anderson examines the activities of the Jordanian National Movement (JNM), a collection of leftist political parties that worked to promote pan-Arab unity and oppose the continuation of a separate Jordanian state from the 1920s through the 1950s. Using primary sources including memoirs, interviews, poetry, textbooks, and newspapers, as well as archival records, she shows how the expansion of education, new jobs in the public and private sectors, changes in economic relationships, the establishment of national militaries, and the explosion of media outlets all converged to offer ordinary Jordanians and Palestinians (who were under the Jordanian government at the time) an alternative sense of national identity. Anderson convincingly demonstrates that key elements of the JNM's pan-Arab vision and goals influenced and were ultimately adopted by the Hashemite elite, even though the movement itself was politically defeated in 1957.

What does US aid “buy” in the Middle East? Drawing on extensive primary source research, this book examines the role and consequences of US aid to three countries in the Middle East. The author argues that the political survival strategies of incumbent leaders in Egypt, Israel, and Jordan shaped not only the type of aid that these countries received from the US, but also its developmental and geopolitical impact. Leaders who relied heavily on distributing selective benefits to their ruling coalitions were more likely to receive forms of US aid that complemented their distributive political economies and undermined the state’s developmental capacity, which simultaneously rendered them more dependent on US resources, and more likely to cede fragments of their sovereignty to their major donor. Non-distributive leaders, however, could reap the full benefits of highly discretionary and technologically sophisticated aid, incorporating it into developmental policies that rendered them progressively less dependent on Washington—and better able to say “no” when it was in their best interest.

This book explores the activities of the local Muslim Brotherhood in Jordan. It examines how the Brotherhood, working to establish an alternative social, political and moral order through a network of Islamic institutions, made a huge contribution to the transformation of Jordanian society. It reveals, however, that the Brotherhood’s involvement in the economic realm, in Islamic financial activities, led it to engage with the neo-liberal approach to the economy, with the result that the Islamic social institutions created by the Brotherhood, such as charities, lost their importance in favour of profit-oriented activities owned by leading Islamist individuals. The book thereby demonstrates the "hybridisation" of Islamism, and argues that Islamism is not an abstract set of beliefs, but rather a collection of historically constructed practices. The book also illustrates how globalisation is profoundly influencing culture and society in the Arab world, though modified by the adoption of an Islamic framework.
