This biography of the man Stefan Zweig viewed as "the most perfect Machiavelli of modern times" was written in 1929, before the full impact of Nazism and Stalinism was understood. In this gripping case study of ruthlessness, political opportunism, intrigue, and betrayal, Zweig portrays Minister of Police Joseph Fouché (1759-1820), a "thoroughly amoral personality" whose only goal was political survival and the exercise of power. Zweig traces Fouché's career, beginning with his stint as a math and physics teacher in provincial Catholic schools and evolving into a moderate and then radical legislator. Fouché cultivated every political movement du jour, holding no convictions of his own. After preaching clemency for Louis XVI, Fouché voted to send the King to the guillotine. After writing "the first communist manifesto of modern times" he became a multi-millionaire. He led the brutal repression of an anti-revolutionary movement, earning him the nickname "le mitrailleur (butcher) de Lyon". After serving Robespierre, Fouché engineered his overthrow and rose to Minister of Police under the Directory, which he then helped to overthrow before putting his network of informants in Napoleon’s service as his Minister of Police. After turning against the Emperor, Fouché served the new King Louis XVIII – whose brother he had helped send to the guillotine. Thus, Fouché served the Revolution, the Directory, the First Empire and the Restoration.

Este libro es la particular vision de Zweig acerca de la vida del influyente politico frances Jose Fouche, que desempeno un papel importante en la Francia de finales del siglo XVIII y principios del XIX, es decir, en el convulso periodo que media entre la revolucion francesa y el imperio napoleonico, y la vuelta a la monarquia por la que el estado frances paso durante esos anos. Zweig aborda el libro siguiendo su estilo particular, en el que prescinde de fechas y datos para ahondar en la personalidad y el caracter del personaje retratado, buscando sus motivaciones intimas y tratando de desentranar asi las verdaderas causas de los acontecimientos. Si elige a Jose Fouche es porque, a su juicio (y a juicio tambien de otros hombres como Balzac), fue una persona que influyo muchisimo mas de lo que dictan las apariencias en el curso de los acontecimientos de esa epoca. Fouche fue un poder en la sombra que sobrevivio a figuras como Robespierre o el propio Napoleon, ya que, como cuenta Zweig en este libro, ambos desearon su muerte pero por distintas circunstancias no pudieron acabar con el. Fouche no tuvo inconveniente para cambiar de opinion y defender causas opuestas y contradictorias. Al retratar a este frances hace un retrato de la epoca del terror (la revolucion de Robespierre), del posterior periodo imperial -la epoca de, en palabras de Zweig, el monomaniatico Napoleon), y el fin de este con la vuelta a la monarquia (gracias a las gestiones de Fouche). Esboza a la vez la figura de otros personajes importantes e influyentes de la epoca, empezando por los Robespierre, Murat, Danton, etc., pasando por Barras y los de su cuerda, y alcanzando al propio Napoleon.

Contention and Democracy in Europe, 1650-2000 is an analysis of the relationship between democratization and contentious politics that builds upon the model set forth in the pathbreaking book, Dynamics of Contention.
