The U.S. Department of Defense is fighting a new shadow war in Africa. Africa is the battlefield of tomorrow, and the United States military is spreading secret wars in the continent. This book explores how and why this has happened. Since the beginning of the twentieth century, the formulation of the United States policy towards Africa has always been based on the strategic importance of the natural resources of Africa and how these can be used in the national interests of the United States. However, most Americans gave very little thought to Africa, but instead referred to it as the Dark Continent, not only because its peoples are dark-skinned, but also because it was unknown to them. Africa is no longer dark, but is rather becoming one of the lions on the move. This book examines and analyzes Nigeria and U.S. policy on the continent since the Cold War. It looks at Nigeria and the challenges facing the country, including problems of development, good governance, and security. It particularly focuses on the impacts of terrorism on Nigeria and U. S.-Africa relations since the Cold War and the realities of September 11, 2001, in relations to Nigeria and United States-Islamists/jihadists' terrorism in Africa. There is huge potential in Nigeria; the country has the largest population in Africa, and is well-endowed in terms of both natural and human resources. Nigeria also has the largest economy on the continent, the largest black population in the world, a burgeoning and vibrant youthful population, and a tradition of international engagement since its independence. Its advantageous geographical location in West Africa enables trade within the continent, as well as with Europe, North and South America, and Asia. Nigeria is the most important strategic partner for the United States in the African continent, and will become increasingly so in this century.

Upturning the typical view of Turkey’s democratic trajectory as a product of authoritarian assault or unfortunate circumstances, this book argues that the AKP, first elected in 2002, has consistently advanced a narrative of democracy as the work of an elite working for the 'National Will'. Beginning with an analysis of the historical processes that led to the AKP’s rise at the beginning of the 21st century, the book then focuses on the AKP since 2002. Though Turkey’s democratic transition was originally characterised by Western co-operation, the author outlines the gradual deterioration of these relations since the 2010s, as well as the decline of political rights, freedom of expression and the rule of law. However, bringing in theoretical perspectives of democracy, it is argued that the AKP has adopted an alternative definition based on the 'National Will' throughout its rule, resistant to the Western essentialist view. As such, the AKP’s story highlights that the root of this crisis lies within democracy itself. Governments increasingly offer or demand apologies for past human rights abuses, and it is widely believed that such expressions of contrition are necessary to promote reconciliation between former adversaries. The post-World War II experiences of Japan and Germany suggest that international apologies have powerful healing effects when they are offered, and poisonous effects when withheld. West Germany made extensive efforts to atone for wartime crimes-formal apologies, monuments to victims of the Nazis, and candid history textbooks; Bonn successfully reconciled with its wartime enemies. By contrast, Tokyo has made few and unsatisfying apologies and approves school textbooks that whitewash wartime atrocities. Japanese leaders worship at the Yasukuni Shrine, which honors war criminals among Japan's war dead. Relations between Japan and its neighbors remain tense. Examining the cases of South Korean relations with Japan and of French relations with Germany, Jennifer Lind demonstrates that denials of past atrocities fuel distrust and inhibit international reconciliation. In Sorry States, she argues that a country's acknowledgment of past misdeeds is essential for promoting trust and reconciliation after war. However, Lind challenges the conventional wisdom by showing that many countries have been able to reconcile without much in the way of apologies or reparations. Contrition can be highly controversial and is likely to cause a domestic backlash that alarms—rather than assuages—outside observers. Apologies and other such polarizing gestures are thus unlikely to soothe relations after conflict, Lind finds, and remembrance that is less accusatory-conducted bilaterally or in multilateral settings-holds the most promise for international reconciliation.
