During the early 1980s, large parts of Europe were swept with riots and youth revolts. Radicalised young people occupied buildings and clashed with the police in cities such as Zurich, Berlin and Amsterdam, while in Great Britain and France, 'migrant' youths protested fiercely against their underprivileged position and police brutality. Was there a link between the youth revolts in different European cities, and if so, how were they connected and how did they influence each other? These questions are central in this volume. This book covers case studies from countries in both Eastern and Western Europe and focuses not only on political movements such as squatting, but also on political subcultures such as punk, as well as the interaction between them. In doing so, it is the first historical collection with a transnational and interdisciplinary perspective on youth, youth revolts and social movements in the 1980s.

An international manual is like a world cruise: a once-in-a-lifetime experience. All the more reason to consider carefully whether it is necessary. This can hardly be the case if previous research in the selected field has already been the subject of an earlier review-or even several competing surveys. On the other hand, more thorough study is necessary if the intensity and scope of research are increasing without comprehensive assessments. That was the situation in Western societies when work began on this project in the summer of 1998. It was then, too, that the challenges emerged: any manual, espe cially an international one, is a very special type of text, which is anything but routine. It calls for a special effort: the "state of the art" has to be documented for selected subject areas, and its presentation made as compelling as possible. The editors were delighted, therefore, by the cooperation and commitment shown by the eighty-one contributors from ten countries who were recruited to write on the sixty-two different topics, by the con structive way in which any requests for changes were dealt with, and by the patient re sponse to our many queries. This volume is the result of a long process. It began with the first drafts outlining the structure of the work, which were submitted to various distinguished colleagues. Friedheim Neidhardt of Berlin, Gertrud Nunner-Winkler of Munich, and Roland Eckert of Trier, to name only a few, supplied valuable comments at this stage.

Nachdem in der Nacht auf den 3. April 1968 in zwei Frankfurter Kaufhäusern mehrere Brandsätze zündeten, fanden die Ermittler bei den Tatverdächtigen einen Zettel: »Der Konsumzwang terrorisiert euch. Wir terrorisieren die Ware.« Die Anschläge, an denen unter anderem die späteren Mitbegründer der RAF Andreas Baader und Gudrun Ensslin beteiligt waren, griffen eine im Kontext des Kalten Kriegs erstarkende Dimension der Gesellschaftskritik auf. Verstand die klassische marxistische Analyse die Produktion als die eigentliche Sphäre der Unterdrückung, so erschien nun zunehmend der Konsum als Reich der Unfreiheit. Widerstand gegen den »Konsumterror« galt als legitim, einigen sogar dann, wenn er militante Formen annahm. Gestützt auf umfangreiche Archivstudien, zeichnet Alexander Sedlmaier die Entwicklung der Konsumkritik in der Bundesrepublik nach. Er erläutert die insbesondere durch Herbert Marcuse formulierten theoretischen Grundlagen und stellt dar, wie sich der Protest im Zuge der Kampagnen gegen die Springer-Presse und Fahrpreiserhöhungen im öffentlichen Nahverkehr radikalisierte, bevor er in der Hausbesetzerszene zu einer eigenen Lebensform wurde.

Seit den frühen 1960er Jahren gewann "die Jugend" zunehmend an Bedeutung als Zielgruppe für die Parteien der Bundesrepublik. Die gesellschaftlichen Umbrüche und die Studentenproteste 1967/68 rückten sie dann endgültig ins Zentrum der politischen Aufmerksamkeit. Zugleich stieg die Zahl der Jungwähler, auch durch die 1972 in Kraft tretende Absenkung des Wahlalters von 21 auf 18 Jahre. Auch das Verständnis von Jugendpolitik wandelte sich von der Jugendfürsorge zu Jugendförderung und partnerschaftlicher Jugendarbeit. Die CDU, im Bund seit 1969 nach 20 Jahren Regierungsarbeit erstmals auf den harten Bänken der Opposition, etablierte Jugendpolitik ebenfalls als eigenständigen Bestandteil ihrer Parteiarbeit. In Teilen der jüngeren Bevölkerung als "Vergangenheit" wahrgenommen, versuchte die Partei, sich durch bewusste Themensetzung als Partner der Jugend zu profilieren. Die Untersuchung analysiert diese Entwicklung auf breiter Quellenlage für die Oppositionsjahre der CDU von 1969 bis 1982.
