El Programa de Formación e Innovación para Atender a la Primera Infancia desde la Universidad Pública es el resultado de una iniciativa encabezada por el Dr. Luciano Concheiro Bórquez, Subsecretario de Educación Superior, quien, a partir de una visión de educación compartida, convocó a diversos actores a unir esfuerzos en la reorganización de nuestro sistema educativo y sus políticas públicas y así contribuir a la gran transformación nacional desde sus cimientos. Este llamado tuvo eco en 16 IES afiliadas a la ANUIES, siendo la UATx la encargada de coordinar los trabajos bajo el liderazgo del Dr. Luis Armando González Placencia y del Dr. Serafín Ortiz Ortiz. Caminando Juntos, Volumen 1 es uno de los primeros resultados del Programa y en éste se presentan algunos de los productos de investigación elaborados por los Cuerpos Académicos Interinstitucionales, los cuales fueron constituidos para atender las diversas problemáticas relacionadas con las primeras infancias en México. En sus páginas, el lector encontrará las realidades cotidianas que las niñas y los niños, sus comunidades y los profesionales que los atienden, deben sortear a base de creatividad, perseverancia y un alto nivel de compromiso en el logro de su desarrollo integral. Esta obra nos llevará a un recorrido que inicia en la zona costera de Chiapas y pasa por los estados del centro hasta llegar a la zona Yaqui de Sonora, exponiendo situaciones de rezago social y académico al tiempo que propone algunas alternativas innovadoras para enfrentar las situaciones de vulnerabilidad, violencia y exclusión sistemática de las que son objeto las infancias mexicanas. Sirva este primer volumen como un paso firme en el trayecto que habremos de caminar juntos para lograr que las primeras infancias mexicanas se desarrollen en plenitud, procurando espacios para que su voz sea escuchada y donde reciban un cuidado amoroso y sensible.

Welfare states around the globe are changing, challenged by the development of knowledge economies. In many countries, policy-makers' main response has been to modernize welfare states by focusing on future-oriented social investment policies that focus on creating, mobilizing, and preserving human skills and capabilities. Yet, there is massive variance in the development of social investment strategies. The World Politics of Social Investment: Political Dynamics of Reform is the second of two volumes of the World Politics of Social Investment (WOPSI) project, which systematically maps and explains different welfare reform strategies in democratic countries around the world. This volume traces the development of social investment reforms across the regions of Nordic, Continental, and Southern Europe, as well as Central and Eastern Europe, North and Latin America, and North East Asia. The chapters in this volume study the impact of different structural drivers for social investment (e.g., demographic, poverty, demand for skill, or lack of an available workforce), the salience of social investment in the public debates, and the different political coalitions that led to or prevented the adoption of social investment strategies. The chapters are written by leading social policy scholars from different world regions. They all apply a joint theoretical framework (developed in the first of the two volumes) to explain the politics of social investment in a range of contexts and policy fields. Jointly with the first volume, the WOPSI project offers the first worldwide analysis of social investment reforms around the globe.

Seminar paper from the year 2013 in the subject Politics - International Politics - Region: Middle- and South America, grade: 1.4, , language: English, abstract: During the last decade, Conditional Cash Transfer programs have become indispensable to social policies of Latin American countries. Between 1990 and 2011 seventeen countries in Central and South America started to provide financial support to poor families, based on the condition that certain health and education requirements are fulfilled. Although Conditional Cash Transfer programs of different countries are usually similar in design and outcome, each of them has its peculiarities. This paper conducts a comparative analysis of Conditional Cash Transfer programs in Peru, named Juntos, and Ecuador, named Bono de Desarrollo Humano. The aim of this paper is two-folded. By taking into account the political regime, historical legacy of social provision, current social policies as well as structural conditions of each country, this paper provides an explanation of similarities and differences of the design and outcome of Juntos in Peru and Bono de Desarrollo Humano in Ecuador. Additional to that, the paper uses this analysis to demonstrate that Conditional Cash Transfer programs alone cannot be made accountable for a reduction in poverty rates and more balanced figures of inequality.

Every day millions of children in developing countries face adversities of many kinds, yet there is a shortage of sound evidence concerning their plight and an urgent need to identify the most appropriate and effective policy responses from among the multiple approaches that exist. This collection of journal papers aims to engage with researchers and debates in the field so as to understand better some of the numerous risks confronted by children in developing countries. It highlights the complexity of protecting children in various forms of adversity, challenges conventional wisdom about what protects children, demonstrates why it is essential to consult with children to protect them successfully, and suggests that successful protection must be based on strong empirical understanding of the situation and the perspectives of children and communities involved. The contributors are all experienced researchers and practitioners who have worked for many years with children in developing countries.
