Semangat Akreditasi SINTA di Tengah Pandemi Covid-19 belum hilang sampai hari ini dan kehidupan sungguh belum berlangsung normal. Dampak negatif pandemi ini sungguh luar biasa, khususnya bagi masyarakat Bali. Bisnis pariwisata yang sebelumnya menjadi tumpuan utama Pulau Dewata boleh dikatakan lumpuh akibat Corona. Kesehatan harus sungguh-sungguh diutamakan tetapi tetap saja kata sebuah pepatah: perut tidak bisa menunggu. Kehidupan ekonomi harus terus berputar meskipun dalam cukup banyak hal dibatasi. Jurnal Bali Membangun Bali Volume 2 Nomor 4, Desember 2021, sebagai jurnal ilmiah yang realtime, tetap menyuarakan keprihatinan atas belum hilangnya pandemi ini. Untuk itu, diturunkan tiga tulisan bertema Covid-19, yaitu “Dampak Pandemi Covid-19 terhadap Ketenagakerjaan di Provinsi Bali” (Manila Ayupijaya); “Optimalisasi Peran Linmas menuju Bali Trepti pada Masa Pandemi Covid-19” (Desak Ayu Putu Suciati dan I Ketut Pongres Language); dan “Managing Sustainable Tourism in Monkey Forest Ubud due to Covid-19 Pandemic” (I Putu Sudira dan I Gede Mudana). Artikel pertama menyoroti situasi ketenagakerjaan di Bali dengan terjadinya Covid-19. Artikel kedua mengkritisi peran pemerintah, dalam hal ini Linmas, terkait cita-cita Bali Trepti di tengah pandemi yang belum selesai. Artikel ketiga membahas manajemen pariwisata berkelanjutan di sebuah daya tarik wisata popular di Ubud berkenaan dengan Corona ini. Tiga artikel lainnya, berturut-turut yaitu, pertama, “Implementation of Village SDGs in Achieving Sustainable Development Goals in Bali Province” (Luh Gita Andari) menelisik tujuan pembangunan berkelanjutan desa dalam pencapaian tujuan pembangunan berkelanjutan Bali. Kedua, “Strategy Development for Puri Peliatan Heritage Tourism” (Made Bayu Sucantra) menguraikan sebuah puri (istana/keraton) yang mengembangkan pariwisata warisan budaya. Terakhir, “Peran Masyarakat Adat Bali dalam Persetujuan Kesesuaian Kegiatan Pemanfaatan Ruang” (Gede Ogiana dan Putu Sri Ronita Dewi) membicarakan permasalahan ruang (space) yang persoalannya tidaklah mudah di provinsi pariwisata yang relative kecil ini. Di tengah pandemi, JBMB rupanya tetap bersemangat melanjutkan salah cita-cita utamanya: memeroleh Akreditasi SINTA. Direncanakan, setelah Volume 2 Nomor 3 ini ter-publish, JBMB segera diajukan mencari SINTA. Semua syarat surat terpenuhi, yakni merupakan jurnal berparadigma ilmiah, memiliki ISSN online, mempunyai DOI, dan telah terbit dua tahun berturut-turut secara lancar. Tinggal kini bagaimana para pengelolanya mengatur semangat yang ada agar sesuai dengan tuntutan-tuntutan akreditasi tersebut. Di tengah pandemi, di tengah semangat pengelola JBMB yang tidak cepat menyerah, semoga tetap ada jalan…

Selangkah Menuju Terakreditasi SINTA Dunia perjurnalan masa kini, yang bersifat digital/online, adalah wilayah praktik keilmuan (ilmiah) yang mengasyikkan di satu sisi dan sebaliknya berat di sisi lain. Mengasyikkan, terutama bagi orang-orang yang punya passion di bidang itu, karena ia merupakan pekerjaan profesional yang senada dengan hobi. Di titik ini, mengedit, mereview, mengelola jurnal, mengundang penulis, seperti halnya pemain bola profesional bermain sepakbola atau seniman sedang melaksanakan pekerjaan seninya. Beratnya adalah karena ternyata tidak gampang menjalankan roda jurnal era daring ini. Terkhusus adalah dalam hal perakreditasiannya, agar diakui eksistensinya. Jurnal seperti Jurnal Bali Membangun Bali yang baru berdiri sejak awal 2020 atau yang seusia dengan Badan Riset dan Inovasi Daerah Provinsi Bali, yang mempublikasikannya, perlu berusaha keras melakukannya. Setelah sukses menerbitkan tiga normor awal di sepanjang 2020 (April, Agustus, Desember), terbitan April 2021 (Volume 2 Nomor 1) akan menjadi tonggak awal perjuangan menuju akreditasi. Setelah memeroleh ISSN (online dan cetak), Google Scholar, dan DOI serta memiliki cukup banyak sitasi online dan telah dikunjungi 5000-an viewer dari berbagai negara (karena sebagian artikelnya berbahasa Inggris), kini sasarannya adalah Akreditasi SINTA (Science and Technology Index). Secara umum SINTA tidak lain adalah parameter kinerja peneliti, jurnal, jurnal, institusi Iptek, dan penulis jurnal. Yang dimaksud SINTA dalam konteks ini lebih tentang SINTA jurnal. Sejak awal tahun ini, JBMB terus berbenah. Segala sesuatu dipersiapkan sedemikian rupa. Semua awaknya bekerja keras. Harapannya tahun ini ia sudah Terakreditasi SINTA. Bahkan setiap artikel telah di-review oleh tiga reviewer. Itulah sebabnya, keenam artikel terbitan kali ini telah digodok secara intens oleh para reviewer dan editor. Dari topik-topik yang tersaji, sesuai keadaan objektif hari-hari ini di mana pandemi dan dampaknya terhadap kehidupan belum hilang, judul-judul tentang per-Covid-19-an menandai sebagian besar artikel di edisi ini. Berarti JBMB begitu aktual, realtime, dan membumi (kontekstual). Itu juga cara jurnal ini ikut membantu keadaan dunia, mendukung kebertahanan dan keberdayaan masyarakat, dan ikut menjaga tatanan kesehatan dan kebelangsungan hidup. Artikel-artikel lainnya memiliki topik bervariasi. Semuanya mendukung fokus dan skup JBMB sendiri, yaitu pembangunan masyarakat daerah bidang perekonomian, pertanian, dan pariwisata dengan segala dinamika sosial-budayanya.

Terbitan BALI MEMBANGUN BALI kali ini (Volume 2 Nomor 3, Desember 2019) memberikan suatu transformasi yang positif dan visioner dalam dua hal. Pertama, secara kelembagaan, adanya transformasi ke Badan Riset dan Inovasi Daerah Provinsi Bali dari sebelumnya bidang Litbang (Penelitian dan Pengembangan) Bappeda Litbang Provinsi Bali. Kedua adalah benar-benar dimulainya era digitasi jurnal di mana BMB di terbitan ini tidak saja berwajah konvensional berupa jurnal printed (cetak) tetapi juga mengalami modernasi dalam bentuk e-journal (jurnal elektronik). Badan Riset dan Inovasi Daerah Bali pastilah menunjukkan semakin pentingnya peran riset dan inovasi dalam pembangunan Bali menuju kesejahteraan lahir dan batin masyarakatnya. Dengan demikian, kegiatan riset dan inovasi semakin fokus dan bertanggung jawab dilakukan sehingga tujuan, sasaran, dan manfaat yang diniatkannya akan relatif semakin bisa diwujudkan. Kedua, BMB yang berdiri sejak 2018 melalui terbitan kali ini memasuki babak baru. Keberadaan e-jurnal seperti diketahui merupakan kecenderungan umum dunia perjurnalan global saat ini. Sebagaimana ditulis dalam editorial sebelum ini, dalam konteks lokal Bali, mengembangkan BMB elektronik dan sekaligus meminimalkan BMB fisik berarti mendukung pembangunan Bali era baru yang sedang menjalankan program “Nangun Sad Kertih Loka Bali”. Sederhananya adalah pengurangan penggunaan kertas di samping penghematan dalam hal produksi dan distribusinya. Lebih dari itu, pengembangan BMB ke jurnal elektronik adalah penguatan kualitas dalam berbagai aspeknya. How do participants display affectivity in social interaction? Based on recordings of authentic everyday conversations and radio phone-ins, this study offers a fine-grained analysis of how recipients of affect-laden informings deploy sound objects, i.e. interjections (oh, ooh and ah) and paralinguistic signals (whistle and clicks), for responsive displays of affectivity. Examining the use of such sound objects across a number of interactional activities including news telling, troubles talk, complaining, assessments and repair, the study provides evidence that the sound pattern and sequential placement of sound objects systematically contribute to their specific meaning-making in interaction, i.e. the management of sequence organisation and interactional relevancies (e.g. affiliation). Presenting an in-depth analysis of a little researched area of language use from an interactional linguistic perspective, the book will be of theoretical and methodological interest to an audience with a background in linguistics, sociology and conversational studies.
