In 1914, taxation was about 10 per cent of GNP; by 1979, taxes had risen to almost half of the total national income, and contributed to the rise of Thatcher. Martin Daunton continues the story begun in Trusting Leviathan, offering an analysis of the politics of acceptance of huge tax rises after the First World War and asks why it did not provoke the same levels of discontent in Britain as it did on the continent. He further questions why acceptance gave way to hostility at the end of this period. Daunton views taxes as the central driving force for equity or efficiency. As such he provides a detailed discussion of their potential in providing revenue for the state, and their use in shaping the social structure and influencing economic growth. Just Taxes places taxation in its proper place, at the centre of modern British history.

The Internal Revenue Code of the American government is badly broken. Its more than seventy-seven thousand pages have created a tax system that is not understood by the businesses and individuals that must abide by it. Perhaps even worse, it is also not understood by either the Congressmen who wrote it or the Internal Revenue Service that is supposed to enforce it. What originated as a system for financing the federal government has devolved into a confusing system for what Newt Gingrich described as both left-wing and right-wing “social engineering.” Our Internal Revenue Code has been corrupted beyond repair. It needs to be completely revised. Many economists believe that a new federal tax system based upon consumption would be far superior to the current one based upon income. Simpler, more just, and much healthier for the economy, this type of system would: -sharply increase both personal income and business profits-encourage saving-discourage borrowing -be much easier to implement than an income-based tax system -save and create millions of jobs in this country Sensible Tax Reform—Simple, Just and Effective is a comprehensive yet relatively simple tax-reform proposal based primarily upon a federal consumption tax. The STR plan will completely replace our existing income-based federal tax system with a revolutionary new one. Businesses will pay no federal income or payroll taxes. Individuals will pay no payroll taxes (i.e., Social Security and Medicare), and few will pay any income taxes either. STR will open excellent opportunities for Americans to improve their standards of living and for our companies to regain the competitive vigor lost to the weak economy of recent years.

This original work explores the politics of British taxation in the twentieth century. By 1979, taxes were taken from almost half of the total national income, and contributed to the political rise of Margaret Thatcher. But the level of taxation had risen from 10% in 1914 to about 25% between the wars, without provoking serious discontent (as in other European countries). It also grew again during the Second World War. This study explores the reasons that the earlier tax increases were accepted, and not those of 1979.

This volume presents philosophical contributions examining questions of the grounding and justification of taxation and different types of taxes such as inheritance, wealth, consumption or income tax in relation to justice and the concept of a just society. The chapters cover the different levels at which the discussion on taxation and justice takes place: On the principal level, chapters investigate the justification and grounding of taxation as such and the role taxation plays and should play in the design of justice, be it for a just society or a just world order. On a more concrete level, chapters present discussions of these general reflections in more depth and examine different types of taxation, tax systems and their design and implementation. On an applied level, chapters discuss certain specific taxes, such as wealth and inheritance taxes, and examine whether or not a certain tax should be favored and for what reasons as well as why it is just to target certain kinds of assets or income. Finally, this volume contains chapters that discuss the central issue of international and global taxation and their relation to global justice.

Perhaps nothing is more unfair in America and in many other parts of the world than the vast chasm between the haves and the have-nots. This is particularly disturbing in a society that declares allegiance to the principles contained in the Declaration of Independence. Tax policy as practiced in the US consists basically of tinkering around the edges. The propriety of the taxation of income is a premise rarely challenged. Nor is the taxation of consumption or taxation based upon use such as car registration fees and park admission fees. This book examines the history of taxation and shows that taxing income is a recent development. The book also examines how sources of moral authority weigh in on the issue. It concludes and argues that only a small tax on wealth is fair and how elimination of all other taxes and fees will result in a more perfect free-market economy, elimination of government's borrowing at the expense of future generations, and a society more like the ideals expressed in the Declaration of Independence. It also discusses what it will take to bring about such a taxation revolution.
