Excerpt from Justice in War Time The following essays, of which all except the last two have appeared in various magazines, were written at different times during the course of the war, and are not perhaps wholly consistent in their expectations as to the future, or in their view as to the attitude of the ordinary citizen towards war. In such matters, the development of events inevitably somewhat modifies first impressions. The view that the bulk of the population is naturally pacific, and is only incited to war by politicians and journalists, is widely held among pacifists, but is vehemently rejected by the more bellicose, who point out that men have an instinct of pugnacity, which demands war from time to time. I think it is true that many men have an instinct towards war, but unless it is roused by its appropriate stimulus it may well remain completely latent. The instinct, and the machinations of warmongers, are both needed to bring about war; if either were coped with, the other would be no longer operative for evil. In the following essays I have dealt sometimes with the one, sometimes with the other; but both are essential factors in the problem, and neither can be neglected by any prudent friend of peace. The first of these essays, which was written before the Bryce Report appeared, deals in part with the question of atrocities. Nothing in that report tends to invalidate the conclusion reached in the article, namely: "No doubt both German and Russian atrocities have occurred. Excerpt from In Quest of Truth and Justice: De-Bunking the War Guilt Myth In other words, the writer possesses the training to enable him to pursue independent research in this field and to estimate the validity of the researches of others and he has thoroughly studied the sources and monographs bearing on the crisis of 1914. He has chosen, how ever, for two very definite reasons, to act in addition as an organizer and interpreter of the facts gathered by others. The first is that there are many more men working on contemporary diplomatic history as specialists, uninterested in and unqualified for general ex position of the body of facts as a whole, than there are who are de voting themselves to the task of expounding the significance of the work the specialists are doing or who have talent for this sort of edu cational endeavor. In the second place the writer believes that at the present stage of the work there is more need for popular exposition than there is for esoteric research and he regards himself as relatively better adapted to general synthesis and controversy than to abstruse and detailed research. There is a desirable division of labor here which requires mutual esteem and in no sense calls for depreciation. Research without potent exposition is essentially futile; while argu mentation without information is little more than congressional de bating or political campaigning. Excerpt from The Justice of the Mexican War: A Review of the Causes and Results of the War In this volume I have aimed, by a review correcting the misapprehensions of historians relative to the involved and contradictory movements of the period of the Mexican War, to vindicate the justice of that war; to acquit the United States, as a nation, of the most serious, if not the only, charge ever laid against her honor; and to remove the cloud from her just title to her largest possession. I feel sure that I have stated grave reasons for impeachment of the methods and some of the conclusions of many prominent historians. Excerpt from Non-Combatants and the War The object of these Regulations was strikingly put bv the distinguished Russian Plenipotentiary and Publicist, M. De Martens. Thev are, he said, to provide Statutes for a Mutual Insurance Society against the abuse of force in time of war, with the object of safeguarding the interests of populations against the greatest disasters that could happen to the ordinary populations in time of war. The emphasis laid on their importance in regard to the civilian population is noteworthy. The Powers who are parties to the Convention agree to issue to their armed forces instructions which shall be in con formity with the Regulations (art. I), and any bel ligerent party which violates their provisions is liable to make compensation, and is responsible for all acts committed by persons forming part of its armed forces (art. Excerpt from The Faith of a Quaker There arise also the insistent questions which beset all mystics, and which in Quakerism demanded a corporate, instead of an individual, answer. Justice in War-time, first published in 1916, is a collection of Bertrand Russell's essays on war. He claims that humans have an instinct toward war, but that this instinct needs to be sufficiently roused in order to spark conflict. He analyzes British foreign policy during the ten years before the First World War in an effort to discover how England may have contributed to the problem. The essays included in this volume are: . "An Appeal to the Intellectuals of Europe" . "The Ethics of War" . "War and Non-Resistance" . "Why Nations Love War" . "The Future of Anglo-German Rivalry" . "Is Permanent Peace Possible?" . "The Danger to Civilization" . "The Entente Policy, 1904-1915. A Reply to Professor Gilbert Murray" British philosopher and mathematician BERTRAND ARTHUR WILLIAM RUSSELL (1872-1970) won the Nobel Prize for Literature in 1950. Among his many works are Why I Am Not a Christian (1927), Power: A New Social Analysis (1938), and My Philosophical Development (1959).

Excerpt from Greek Prose Composition Part I contains, in graded lessons, the principal points of Greek syntax, the unusual and non-essential being purposely omitted. These lessons are designed for use at the beginning of the second year's study of Greek, thereby serving as a partial review of the first year's work and as an introduction to the composition work in connection with the reading of Xenophon's Anabasis. Part II contains short, simple English sentences, based on Books I - IV of the Anabasis. These should be used daily in connection with the reading of the text. Part III contains connected English prose, based on Books I - IV of the Anabasis. This is carefully graded, so that the stu dent who performs faithfully the work outlined here will be able to pass the entrance examination of any of the American colleges. The method of writing Greek at sight used in this book needs a word of explanation. It is the outgrowth of the author's personal experience in the classroom, and his belief that the best results can be obtained only by systematic practice in connection with the regular work. Excerpt from Nationality and Government: With Other War-Time Essays All the essays have been written since the outbreak of the war with one exception, that on Education, Social and National. I have included this partly because it seemed of sufficient intrinsic interest, and partly in order to indicate that my general attitude has not been arrived at under the stress of passing events, but that the war has on the whole confirmed rather than reversed opinions previously formed. On the other hand, I have deliberately refrained from reprinting an essay on Seven Months in America, written in 1912, because, although in some important respects events have borne it out, it did far less than justice to the fundamental unity and idealism of the American Commonwealth. I have also omitted, as unsuited to a book covering so wide a scope, several essays containing a more detailed treatment of some of the issues discussed here. One of them, a study of the problem of women in industry, has already been in part reprinted. Others may perhaps see the light in another form. In reprinting, as from my own pen, articles which have appeared in the Round Table, I take the opportunity of thanking the friends in collaboration with whom they were written. Now that the book as a whole is before me, I may add a few words of prefatory comment. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books.
