Purpose: This phenomenological study aims to add to the existing literature by examining staff beliefs and attitudes on restorative justice practices, barriers to effective implementation, and whether there is any difference in beliefs and attitudes of the education staff and juvenile detention officers at the research site. This study addressed the following research questions: 1. To what extent are staff members knowledgeable about the principles behind restorative approach to discipline and about how the approach should be carried out? 2. What are staff member beliefs and attitudes toward the restorative justice program and its implementation in a juvenile justice setting? 3. What similarities and differences are there between (a) knowledge and (b) beliefs and attitudes of the educators and juvenile detention officers? Methodology: This qualitative phenomenological design used semi-structured interviews and focus groups of both educational staff and juvenile justice officers who work with the youth in a juvenile justice facility. Twenty-eight staff members involved in the implementation of restorative justice practices at the juvenile detention center participated in the study. Eleven detention officers participated in the interviews and eight in the focus group for a total of 19. Five education staff members participated in a focus group and four participated in the one-to-one interviews for a total of nine. Findings: Regarding Research Question 1, both groups (education staff members and juvenile detention officers) were knowledgeable about two of the three principles of restorative justice: repairing the harm done by the offender and reducing risks for future occurrence; but did not show clear knowledge of one principle, active involvement from all stakeholders. Regarding Research Question 2, the staff beliefs, and attitudes toward the implementation of restorative justice were categorized into two types, positive beliefs and attitudes (e.g., that restorative justice is more appropriate than the use of punitive measures) and negative beliefs and attitudes (e.g., that restorative justice is "just another program that create extra work for staff"). Regarding Research Question 3, when the two groups of staff members were compared, both groups were found to have similar knowledge (showing knowledge of two of the three principles) and somewhat different beliefs and attitudes – both groups showed a mix of positive and negative, but the education staff members showed somewhat more on the positive side. Both groups also identified barriers to implementation as identified in literature reviewed for this study and in addition to barriers specific to the research setting. Discussion and Recommendations: The findings of this study are largely consistent with current literature, but also extend the literature by studying the impact of staff attitudes and beliefs in restorative justice implementation in a juvenile detention center and compared the knowledge and attitudes and beliefs of the two different groups (education and detention officers) of staff members who work with the youth in the facility. This study extended previous literature by shining a light on an area previously unexplored. Recommendations based on the findings include assessing staff knowledge and attitudes toward restorative justice during the hiring process, ensuring adequate staff training to build knowledge and ensure consistency, communicating clearly to build positive attitudes and beliefs among staff, providing adequate staffing, and building a sense of community. Future research should endeavor to include the perspectives of the administrators to understand their views on the implementation of restorative justice program.

Opinions about "what works" in juvenile justice are often based on poorly informed beliefs and attitudes rather than on scientific evidence. Disseminating credible information remains a challenge. Studies have identified programs that effectively address juvenile offenders while exposing "get tough" alternatives as ineffective. It is important to communicate these findings to future legal policy professionals, many of whom will come from the ranks of today's law students. Previous findings by this author suggest that belief barriers may impact openness to empirical evidence. The current study addressed two questions: Can brief, on-line educational modules change participant knowledge and beliefs about "what works"? How will attitudes influence receptivity to new information? The 161 nationally recruited law students who completed this study were randomly assigned to one of two experimental groups (Module One: "benefits of empirically-supported programs [ESP]" or Module Two: "weaknesses of unsupported programs") or a control group (Module Three: general information about juvenile crime). Prior to receiving an educational module, participants completed surveys regarding demographics, baseline justice related attitudes, and beliefs about program effectiveness. After completing the modules, participants rated program effectiveness again. Results at pre-test demonstrated that individuals were readily categorized as having either a treatment-focused "supportive" belief system or a punitive "get tough" belief system. The "supportive" group tended to rate ESP as highly effective while the "get tough" participants tended to rate unsupported programs as highly effective, while also emphasizing the lack of effectiveness for ESP. Although baseline attitudes were significant predictors of pre-test program ratings, at post-test, it was clear that exposure to Module One not only produced the expected result (i.e., raising the ESP effectiveness ratings), but also had a notable carryover and corrective influence on subsequent ratings of unsupported programs. Module Two also produced expected results (i.e., lowering the post-test ratings of unsupported program effectiveness). Following exposure to educational modules based on empirical evidence, it appeared that pre-existing attitudes no longer played a significant role in assigning program effectiveness ratings. Module One had a particularly robust effect on post-test ratings; these were in line with the research literature on "what works" in juvenile intervention.
