Excerpt from Juvenile Offenders I have had occasion to point out publicly from time to time that one of the formidable problems confronting civilised communities at the close of the present century is the problem of habitual crime. It is perfectly well known to every serious student of criminal questions, both at home and abroad, that the proportion of habitual criminals in the criminal population is steadily on the increase and was never so high as it is now. In almost every official document dealing with penal administration this unsatisfactory state of things is both admitted and deplored. In France, Germany, and Italy the proportion of old offenders who come before the criminal courts is constantly growing, while in Eng land matters are just as bad. This is made perfectly clear by the report of the Committee on the Iden tification of Habitual Criminals. From a table compiled for the use of that committee it appeared that in Lancashire, the West Riding of Yorkshire, and Staffordshire about 70 per cent. Of the prisoners tried were known to have been previously convicted in Liverpool, Birmingham, and Bradford, 79 per cent. Excerpt from Reformatory Schools: For the Children of the Perishing and Dangerous Classes, and for Juvenile Offenders But what can be done Is there any remedy? If so, how can it be applied? None, prob ably, will hesitate to acknowledge that education, the early nurture, and the sound, religious, moral, and industrial training of the child, is the only curative that can strike at the root of the evil, by infusing a fresh and healthy principle, instead of that which is now so rotten in our state. But can it be given, so as to influence these degraded children; and if it can, ought it to be bestowed gratuitously upon them? Have we not already done enough in this country for the prevention of crime, by providing Schools, Penitentiaries, and Gaols? Excerpt from Juvenile Delinquency Man is a bundle of antinomies! On the one hand he is selfish, egotistical and ambitious: on the other hand he is careless and thoughtless of self, devoid of foresight and impractical. He spends his time accumulating materials with which to be happy in his old age; and is so careless of his health that he does not live to enjoy his acquisitions. Excerpt from The Wayward Child: A Study of the Causes of Crime The present volume assembles the results of all these investigations and experiences, and interprets and com ments on the facts presented. The book is a practical study of the facts and conditions in contemporary American life which lead the young into conflict with the institutions of society. The various suggestions for improvement which the author makes are all based on her concrete material and her actual experience in dealing with young offenders. Mrs. Schofi' should be considered as a practical rather than a theoretical stu dent of the psychology and sociology of juvenile crime, and the book will therefore appeal particularly to those who are charged with the immediate care and educa tion of the young. But it will also be of service to theoretical students, because it will furnish a body of interesting and accurate material illustrating the re sults on juvenile conduct of all the dominant forces in modern city, village and country life. Excerpt from A Half Century With Juvenile Delinquents: Or the New York House of Refuge J ne'r fifty years ago, in our city, the Society for the Prevention of Pauperism, which finally was trans formed into The Society for the Reformation of Juvenile Delinquents, made its first report. Within this period the whole history of organized effort for the reformation of young criminals, and the rescue of young children from a life of crime, is included. With nearly all the move ments in this direction, both in this country and Europe, the New York House of Refuge, in which the investiga tions of the Society have been practically embodied, has been directly or indirectly connected. The best known and most honored names of the city have been associated with its establishment and progress, and it has enjoyed in their interest and efficient labors a warm and high place. But two of its original Managers are now living. The opportunity to collect personal and authentic statements in reference to its early history, out side of its documents, is nearly exhausted. Excerpt from The Juvenile Delinquent and the Young Men's Christian Association Some of the ideas of the juvenile court were practiced before the actual formulation of a juvenile court law. The probation system was practiced in a limited form by some judges by the use of suspended sentences. In the state of Maine a separate children's court was established and the probation system was in use, but it was necessary to convict the child of a crime before he could be placed on probation. In some parts of Canada, sepa rate courts were held for children. In New York, some features of the juvenile court law were in use. In Chicago, probation officers were provided by a committee of women, and their ser vices were used by some of the judges without express warrant of law. The juvenile court law as we know it now, took form in Illinois in 1899. If Illinois had not acted, a juvenile court law would doubtless have come about sooner or later, for the reason that the need of special provision for these classes of children was widely felt. Excerpt from Juvenile Offenders in the City of Detroit: With Suggestions for the Establishment of a Juvenile Court and Probation System With the rapid growth of American cities many com plex social and economic problems have arisen which demand patient and painstaking consideration. Upon their proper solution the future stability and progress of our great commonwealth depend. The new social rela tions engendered by the concentration of immense wealth in a number of commercial and industrial centers, by the supplanting of manual labor with machinery, and by the steady movement of the rural population towards the large cities offer the student of sociology a mass of data which must carefully be analyzed before any constructive study is possible. Excerpt from Juvenile Courts and Probation This volume is devoted to a consideration of the juvenile court and its administration. It is intended as a guide to judges, probation officers, and interested lay men. While the report is concerned with the juvenile court as it exists to-day, it may not be altogether out of place here to indicate the lines along which it is believed the court will develop. In its treatment of the child it has fully justified itself, though it has almost wholly failed in its treatment of the adult responsible for the child's condition. Heretofore the emphasis has been placed on the child in court; with a wider conception of the law it will in the future be placed on the family in court. In short, the court will undertake to deal more effectively with the family which produces the neglected or delinquent child, who is merely a factor in the larger and more complicated problem.
