Pergeseran paradigma publik mengenai kebijakan berdasarkan opini ke bukti yang berkualitas (sistematis, rasional, dan kritis) sudah terjadi di Indonesia. Hal itu dibuktikan dengan banyaknya kebijakan yang didasarkan pada media sosial, foto, teks surat, file resmi, surat kabar, internet, dan pemikiran pakar. Keutamaan dari sebuah bukti adalah harus dapat dikomunikasikan, artinya dalam proses pembuatan kebijakan diperlukan bukti-bukti yang bisa disampaikan dengan baik, khususnya antara pembuat data (researcher) dengan pembuat kebijakan (policy maker). Dalam buku ini, penulis membagi menjadi empat bab dengan topik pembahasan yang mendasar, dimulai dari fokus utama yang bersifat umum tentang kebijakan publik ke topik khusus tentang kebijakan kesehatan berbasis penelitian, sebagai berikut. Pertama, tentang kebijakan publik yang terbagi menjadi enam subbab, di antaranya: kebijakan publik, proses kebijakan publik, formulasi, impelementasi, dan evaluasi kebijakan. Kedua, pada bab ini dijelaskan secara khusus tentang pengertian kebijakan kesehatan dan implemetasi kebijakan kesehatan di Indonesia. Pada subbab kebijakan kesehatan di Indonesia diberikan beberapa studi kasus untuk menjelaskan secara terperinci tentang pengertian dan perbedaan dari kebijakan publik dan kebijakan kesehatan. Selain itu, penulis juga memberikan penjelasan tentang rekomendasi dan advokasi kebijakan kesehatan beserta contohnya. Ketiga, terdapat beberapa subbab penjelasan tentang pengertian bukti dan perumusan kebijakan kesehatan berbasis bukti penelitian. Subbab tersebut terdiri atas pengertian bukti, evidence-based policy making, dan pemahaman tentang bukti oleh peneliti dan pembuat kebijakan. Keempat, pembahasan tentang rekomendasi kebijakan, policy brief, policy paper, policy memo, makalah kebijakan, artikel kebijakan disertai dengan contohnya. Kelima, rangkuman yang mempermudah pembaca dalam memahami secara singkat, tetapi padat keseluruhan isi buku.

This is an open access book. The COVID-19 pandemic in the last two years has influenced how educational system works. Online learning became the primal policy taken by all institutions in the world to lower the risk of the virus spread. Despite the drawbacks of the online learning, teachers and students were accustomed with the distant learning through web meetings, Learning Management Systems (LMS) and other online learning platforms. This book examines the role of the international community in the handover of the Dutch colony of West Papua/Irian Jaya to Indonesia in the 1960s and questions whether or not the West Papuan people ever genuinely exercised the right to self-determination guaranteed to them in the UN-brokered Dutch/Indonesian agreement of 1962. Indonesian, Dutch, US, Soviet, Australian and British involvement is discussed, but particular emphasis is given to the central part played by the United Nations in the implementation of this agreement. As guarantor, the UN temporarily took over the territory's administration from the Dutch before transferring control to Indonesia in 1963. After five years of Indonesian rule, a UN team returned to West Papua to monitor and endorse a controversial act of self-determination that resulted in a unanimous vote by 1022 Papuan 'representatives' to reject independence. Despite this, the issue is still very much alive today as a crisis-hit Indonesia faces continued armed rebellion and growing calls for freedom in West Papua.

Empowerment is the overarching idea used in this book. The term has a variety of meanings in different sociocultural and political contexts, including “self-strength, control, self-power, self-reliance, own choice, life of dignity in accordance with one’s values, capable of fighting for one’s rights, independence, own decision making, being free, awakening, and capability” (The World Bank, 2002, p. 10). However, the World Bank report observed that most definitions focus on issues of “gaining power and control over decisions and resources that determine the quality of one’s life” (p. 10). This interpretation of empowerment provides a useful starting point for the development of the series of interconnected arguments explored here. Establishment of the basis for understanding, identifying and developing strategies through education necessary for individuals to be able to make choices that inf- ence the quality of their lives is the main aim of this book. There are a number of assumptions and boundaries that frame this analysis. First, the book focuses on “agents”; however, empowerment is often conceptualised in terms of relationships between agency and structure (e. g. , Alsop, Bertelsen, & H- land, 2006). Agency could be defined as “an actor’s or group’s ability to make purposeful choices – that is, the actor is able to envisage and purposively choose options” (p. 11).
