Struktur buku terdiri atas 7 (tujuh) bagian tulisan yang memiliki keterkaitan yang baik untuk memperkaya pembahasan mengenai kebijakan pembangunan ekonomi kelautan dan pemberdayaan nelayan di Indonesia dalam berbagai perspektif. Buku ini mengawali pembahasannya dengan memaparkan secara jelas mengenai ekonomi kelautan dan masyarakat nelayan nasional. Selanjutnya juga dijelaskan mengenai permasalahan, perkembangan, dan upaya meredesain pembangunan ekonomi kelautan Indonesia. Bagian penting lainnya ialah optimalisasi dan penguatan ekonomi kelautan Indonesia melalui pemberdayaan masyarakat nelayan, upaya mengatasi illegal, unrelated, dan unregulated fishing. Pada bagian akhir ditutup dengan pembahasan mengenai ekonomi biru sebagai alternatif kebijakan pengembangan ekonomi kelautan di Indonesia.

Pada tanggal 17 Agustus 1945 Indonesia memproklamasikan kemerdekaannya. Namun demikian, tidak berarti dalam praktiknya Indonesia sudah bebas dari Belanda dan DISA memberi perhatian sepenuhnya pada pembangunan ekonomi. Hingga menjelang 1940-an Indonesia masih menghadapi dua peperangan besar dengan belanda, yang pada aksi Polisi I dan II. Setelah akhirnya pemerintah Belanda mengakui secara resmi kemerdekaan Indonesia. selama dekade 1950-an hingga pertengahan tahun 1965 Idonesia dilanda gejolak politik di dalam negeri dan beberapa pemberontakan di sejumlah dactan seperti di Sumatera dan Sulawesi. Akibatnya, selama pemerintahan Orde Lama, keadaan perekonomian Indonesia sangat buruk: walaupun sempat mengalami pertumbuhan dengan laju rata-rata per tahun hampir 7% selama dekade 1950-an, dan setelah itu turun drastis menjadi rata-rata per tahun hanya 1,9% atau bahkan nyaris mengalami stagflasi selama tahun 1965– 1966. Tahun 1965 dan 1966 laju pertumbuhan ekonomi atau produk domestik bruto (PDB) masing-masing hanya sekitar 0,5% dan 0,6%. Selain laju pertumbuhan ekonomi yang menurun terus sejak tahun 1958, dari tahun ke tahun defisit saldo neraca pembayaran (BOP) dan defisit Anggaran Pendapatan dan Belanja Negara (APBN) terus membesar. Misalnya, APBN, berdasarkan data yang dihimpun oleh Mas'oed (1989), jumlah pendapatan pemerintah rata-rata per tahun selama 2 periode 1955-65 sekitar 151 juta rupiah (disebut rupiah “baru”), sedangkan besarnya pengeluaran pemerintah rata-rata per tahun selama periode yang sama 359 juta rupiah, atau lebih dari 100 persen lebih besar dari ratarata pendapatannya.1
