Dalam kajian ini dijelaskan bahwa Daerah Istimewa Yogyakarta (DIY) adalah sebuah provinsi yang mempunyai keistimewaan dalam penyelenggaraan urusan pemerintahan dalam kerangka Negara Republik Indonesia. Hal tersebut sesuai dengan undang-undang Negara Republik Indonesia Tahun 1945 pasal 18B ayat(1) menyatakan "Negara Mengakui dan menghormati satuan-satuan pemerintahan daerah yang bersifat khusus atau bersifat istimewa yang diatur dengan undang-undang". Untuk melengkapi dan memperjelas tentang keistimewaan tersebut, maka diterbitkanlah Undang-Undang Nomor 13 Tahun 2012 tentang Keistimewaan Daerah Yogyakarta. Untuk menyelenggarakan kewenangan istimewa tersebut, maka Pemerintah Pusat melalui mekanisme Transfer ke Daerah (TKD) mengalokasikan Dana Keistimewaan DIY sejak tahun 2013 yang jumlahnya terus meningkat setiap tahun dengan total pengalokasiannya sejak tahun 2013 sampai dengan 2018 telah mencapai Rp. 3,11 triliun dan telah direalisasikan sebesar Rp. 3,06 triliun. Perlu adanya evaluasi yang komprehensif untuk melihat ketercapaian tujuan Keistimewaan DIY agar penilaian atas output maupun outcome dari Dana Keistimewaan dapat terukur, sehingga dapat lebih objektif dalam menilai keberhasilan pengelolaan Dana Keistimewaan.
