Mewujudkan konektivitas antarwilayah menjadi tantangan besar bagi negara kepulauan seperti Indonesia. Proyek Palapa Ring merupakan investasi sektor telekomunikasi hasil Kerja sama Pemerintah dan Badan Usaha (KPBU)/Public-Private Partnership (PPP) yang dibagi menjadi tiga paket: Barat, Tengah, dan Timur, di mana pemerintah berperan dalam menyediakan penjaminan untuk melayani daerah-daerah yang tidak layak secara bisnis/keuangan (non-financially feasible). Pemanfaatan teknologi informasi dan internet yang makin luas membawa perubahan dalam bidang ekonomi dan bisnis, pendidikan, pemerintahan, layanan kesehatan, serta pembangunan dan penegakan hukum. Perubahan tersebut juga meliputi perilaku masyarakat dalam berbelanja, berkomunikasi, menikmati hiburan, atau mengakses dan berbagi informasi. Selain membawa manfaat yang besar, konvergensi (perpaduan) telekomunikasi, media, dan informatika juga menghadirkan berbagai permasalahan sosial dan hukum yang terus meningkat dari waktu ke waktu. Dalam kajian ilmu hukum, bermunculuan isu-isu baru yang terkait dengan makin masifnya pemanfaatan internet dan media sosial di masyarakat, seperti cyber crime, perlindungan konsumen e-commerce, alat bukti elektronik, perlindungan data pribadi, ujaran kebencian dan pencemaran nama baik (hate speech) melalui media sosial, dan lain-lain. Berkembangnya isu-isu tersebut perlu direspons secara memadai oleh para sarjana, baik untuk keperluan pengembangan ilmu pengetahuan maupun untuk mengatasi masalah-masalah konkret yang dihadapi masyarakat.
