The purpose of the Key Strategic Issues List (KSIL) is to provide military and civilian researchers a ready reference for issues of special interest to the Department of the Army and the Department of Defense (DoD). Unlike other lists that generally reflect issues which are operational or tactical in nature, the focus of the KSIL is strategic. It highlights topics that senior Army and DoD leaders should consider in providing military advice and formulating military strategy. At present, the U.S. military is engaged in a changing situation in Iraq and an increasing presence in Afghanistan, as well as efforts to restore balance in force sizing and structure. With the publication of the 2009 KSIL, the Strategic Studies Institute and the U.S. Army War College invite all researchers to contribute to informing America's leaders of current and emerging challenges.

FOREWORD: The purpose of the Key Strategic Issues List (KSIL) is to give researchers, whether military professionals or civilian scholars, a ready reference of those issues of particular interest to the Department of the Army and the Department of Defense. The focus of the KSIL is strategic, rather than operational or tactical. Every year, the KSIL helps guide research efforts to the mutual benefit of the defense community and individual researchers. This year, our nation faces several major challenges, ranging in type from the conflict in Iraq to changes in force size and structure. These challenges are perhaps more significant than any the United States has faced in more than a decade. With the publication of the 2007 KSIL, the Strategic Studies Institute and the U.S. Army War College invite all researchers to contribute their efforts to resolving these challenges. Researchers are encouraged to contact any of the Strategic Studies Institute points of contact, or those found in the Expanded KSIL, for further information regarding their desired topics. These points of contact are not necessarily subject experts, but can recommend experts or additional sponsors.

For over a decade, SSI has published the annual Key Strategic Issues List (KSIL) to inform students, faculty, and external research associates of strategic topics requiring research and analysis. Part I of the Academic Year (AY) 2015-2016 KSIL, referred to as the Chief of Staff of the Army Special Interest Topics, consists of five critical topics that will be addressed by the USAWC as Integrated Research Projects. Part II: Priority Research Areas, has been developed by the U.S. Army War College in coordination with Headquarters Department of the Army (HQDA) and Major Commands throughout the Army. Part III: Army Warfighting Challenges, developed by ARCIC, represents those critical issues associated with the Army Operating Concept, "Win in a Complex World." The KSIL will help prioritize strategic research and analysis conducted by USAWC students and faculty, USAWC Fellows, and external researchers, to link their research efforts and results more effectively to the Army's highest priority topics.

For over a decade, SSI has published the annual Key Strategic Issues List (KSIL) to inform students, faculty, and external research associates of strategic topics requiring research and analysis. Part I of the Academic Year (AY) 2013-14 KSIL, referred to as the Army Priorities for Strategic Analysis (APSA), has been developed by Headquarters Department of the Army (HQDA) and SSI. The APSA will help prioritize strategic research and analysis conducted by USAWC students and faculty, USAWC Fellows, and external researchers, to link their research efforts and results more effectively to HQDA's highest priority topics. To improve the relevance of the research and analysis, topics are directly linked to chiefs or points of contact (POC) within appropriate HQDA divisions or directorates. These POCs will advise researchers as to specific topics and results needed to better shape research, analysis, and results that meet the Army's needs. NOTE: Topics with (***) are priority Chief of Staff of the Army topics.

Today we continue to face an uncertain, complicated and rapidly changing international security environment. At the same time, the Army has been asked to rapidly draw down force levels, in light of domestic fiscal challenges. In the face of continuing international tensions and budget austerity, the Army's greatest challenge is to provide steadfast support to worldwide operational commitments, to include Afghanistan, while simultaneously preparing a smaller force to conduct a wider array of security missions to counter present and future threats. We are committed to ensure the U.S. Army remains the most highly trained and professional land force in the world.

Investigating The Benefits And Drawbacks Of Realigning The National Guard Under The Department Of Homeland Security written by Ryan Burke and has been published by this book supported file pdf, txt, epub, kindle and other format this book has been release on 2016-08-16 with categories.

Part I of the 2014-2015 Army War College's Key Strategic Issues List (KSIL)-Army Priorities for Strategic Analysis-asks: "Given the growing importance of homeland defense, what would be the benefits and drawbacks of realigning the [National] Guard under the department of Homeland Security to enhance domestic security and disaster response, while retaining utility for overseas missions in support of the Department of Defense?" (pg. 10). This monograph details our efforts to research and evaluate the perceived benefits and drawbacks of realigning the National Guard under the Department of Homeland Security (DHS). We begin with a brief review of the relevant literature shaping the current policy and doctrinal approach to military civil support (CS) operations, including a summary of laws and strategic guidance relevant to the discussion. We then note the important distinctions between homeland security (HS) and homeland defense (HD) and the military role in each context. The seam between HS and HD provides a conceptual basis for discussing the roles and responsibilities of the National Guard, the DHS, and the Department of Defense (DoD) within domestic security and disaster response operations. After evaluating the National Guard's role in each of the above contexts, we briefly discuss the realignment of the United States Coast Guard (USCG) within the DHS as a proxy for comparison of a similar realignment of a military-style entity under the DHS. The study concludes by listing and discussing the potential benefits and drawbacks of a National Guard realignment under the DHS and then makes five short recommendations in summary of the research effort.

The 2013-14 Army War College Key Strategic Issues List stated: "If Hurricane Sandy is seen as an archetype of a complex catastrophe, then a careful analysis of the effectiveness of the DoD response within the context of dual status commanders [DSCs], lead federal agencies, and state response capabilities needs to be conducted." This monograph does exactly that as it carefully and comprehensively analyzes the DSC-led military response to Hurricane Sandy in New York. Through this lens, it illustrates and discusses the perspectives of the DSC construct and offers recommendations for leveraging existing capabilities and improving those deemed insufficient. Using a case study approach, this analysis addresses notable issues of constitutionality, legality, policy, financial considerations, and even politics, all uniquely situated between individual states' interests and those of the federal government. To provide military and defense officials with a greater understanding of the benefits and limitations of the DSC arrangement during a no-notice/limited-notice incident, this monograph offers objective and systematic documentation of the Sandy response. It concludes by offering a series of actionable recommendations aimed at improving operational decisionmaking, policy, and legislation specifically related to DSCs during no-notice/limited-notice incidents.
