Rural development is inherently viewed as a positive thing; it is seen as something that brings together groups of individuals with automatic positive implications and outcomes. Policy rhetoric frequently uses popular terms such as involvement, participation and power sharing to describe rural development activities. However, the reality of experience on the ground does not necessarily concur with these ideals. It is not always clear who ultimately benefits from rural development: the State, the community or rural development practitioners. This book critically analyses key concepts associated with rural development policy and practice, and using the concepts of power and micro-politics to analyze rhetoric and reality, reveals the intricacies of rural development. Challenging popular ideals associated with rural development, this book presents the notion of rural development less as a spontaneous, all-inclusive affair and more as a limited, controlled and exclusive process. Ultimately it contends that within structures of rural governance, a regeneration power elite predominates development and regeneration activities.

The Community In Rural America written by Kenneth P. Wilkinson and has been published by Praeger this book supported file pdf, txt, epub, kindle and other format this book has been release on 1991-02-28 with Political Science categories.

Far from being the bucolic paradise that is often imagined, the rural areas of this country are afflicted with chronic economic hardship, severe forms of alienation, and the lack of a foundation for community development or for the enhancement of economic, social, and educational opportunities for rural people. In this study, Kenneth P. Wilkinson examines the critical state of rural life in America, its causes and possible cure. Following a critical review of research and theories on the subject, he proposes a new theoretical perspective that focuses on community interaction as a necessary basis for social well-being. Wilkinson first looks at what rural sociologists have had to say about the meaning and consequences of community as a form of social organization. He next analyzes the profound problems of community organization that affect rural locations, especially the deficits that block the formation of the infrastructure, networks, and facilities that are necessary to community development. Focusing on community interaction, he takes issue with the popularly held theory that grassroots action holds the key to rural problems. In a concluding discussion of policy issues and research challenges, he argues instead that outside intervention will be needed to remove rural barriers to community development before progress can occur on any significant scale. This study advances our understanding of both theoretical and practical issues in rural community development and suggests an agenda for both research and policy initiatives. The Community in Rural America will be relevant to the subjects of rural sociology, resource economics, community development, and rural planning.

'a host of eminently sensible practical suggestions...the strength of this book is both that it explores with some rigour the meaning of 'rural', of 'community' and of 'development' and that it has clearly in view the practical needs of the lone, inexperienced field worker...' Community Development Journal Vol. 28 No. 2, 1993P '...deserves to become an essential reference book for all those with an interest in rural community work' Adage Pural communities are facing increasing and contrasting problems, with high levels of unemployment or conflict arising from suburbanisation and the arrival of newcomers. This book provides a strategic framework for dealing with these issues, with an innovatory model for planning and practising rural community work. It is relevant to work in all types of areas and for a wide range of agencies, identifying key management and evaluating tasks. Important connections are made between existing knowledge and worker's own experiences. Concluding with a review of policies this is an invaluable guide for rural community work students and professionals.

Rural development policies have historically focused primarily on increasing agricultural productivity, but this volume demonstrates the need for a much broader approach as rural producers become increasingly integrated into the global economy. Followi
