During the 1980s a fable circulated within the US Army concerning Soviet planning for a potential war with the United States. In the most common version, a Soviet general is alleged to have declared in frustration, "It is impossible to plan against the Americans because they don't follow their own doctrine." Many readers of this book will have heard (or said) that "doctrine is only a guide." Indeed, the tactical agility demonstrated by the US Army on the battlefields of Iraq and Afghanistan is due in no small part to a cultural imperative that prizes solutions above all else. While not disputing the value of unorthodox solutions to difficult challenges, the organizational culture that underpins this perspective has resulted in a widespread lack of knowledge of Army doctrine by company and field grade officers and mid-level and senior noncommissioned officers. Recognizing this, the Army has dramatically re-engineered its doctrine to distill the timeless principles into a series of accessible, easily read documents. This process has led to a larger discussion of what should and should not be called "doctrine," and has also included discussion of how we as members of the profession of arms conceptualize warfare. Unfortunately, this conversation has not yet included the bulk of the Army's mid-level leaders. Dr. Jackson's monograph is an excellent contribution to remedy that shortfall. Its greatest value lies in the fact that it forces the reader to reconsider basic assumptions about the purpose and utility of doctrine, and what a nation's military doctrine says about its military institution. Jackson's arguments are well reasoned, his assertions are provocative, and his conclusions are profound.

Whilst maritime studies tend to reflect the dominance of large navies, history shows how relatively small naval forces can have a disproportionately large impact on global events. From Confederate commerce raiders in the nineteenth century, to Somali pirates today, even the most minor of maritime forces can become a key player on a global stage. Examining a broad range of examples, this volume addresses the roles and activities of small navies in the past and the present at the national, regional and international level. In particular, it focusses on the different ways in which such forces have identified and addressed national and international security challenges and the way in which they interact with other navies and security agencies. In addition the collection also investigates the relationship of such navies with non-governmental organisations, institutions and bodies in pursuit of broader maritime goals, be they political, financial or environmental. This book seeks to identify and address gaps in our understanding of maritime security and the role of small navies in Europe. The majority of Europe’s navies are small, yet they are often called upon to address a complex array of traditional and non-traditional threats. This book offers a detailed investigation of naval diplomacy, past and present, and challenges the widely accepted Anglo-American school of sea power thought. Despite the acknowledgement of the importance of the threat or use of force in the pursuit of policy since the dawn of strategic thought, the utility of seapower in operations other than war is poorly understood and articulated. Theorists have invariably viewed seapower in peacetime through the lens of hard power effects such as coercion and deterrence. Commentaries on engagement, interoperability and the forging of friendships are largely conspicuous by their absence. This book considers how all these strands of international politics can be better understood for use in the 21st century. The book explains and defines naval diplomacy, with existing theoretical frameworks being critically analysed. It reviews over 500 incidents from the post-Cold War era, drawing on this empirical evidence to determine that naval diplomacy remains a potent means of 21st century statecraft. It finds that existing understanding of naval diplomacy is insufficient and offers an alternative model, drawing on basic communication and stakeholder theories. The implications of the book relate directly to national security: naval deployments could be more effectively targeted; foreign activity at sea could be better understood and, if necessary, countered; finally, the ability of non-state actors to support national interests from the sea could, potentially, be better harnessed.
