Zum Schluß versuche ich noch einige Strategien vorzustellen, die zu einer Verbesserung und Sicherung der Lebensgrundlagen von Kindern und Jugendlichen beitragen können. Im reichen Industrieland Deutschland sind immer mehr Menschen von Armut bedroht und die Angst vor Arbeitslosigkeit, Krankheit und finanziellen Notsituationen geht um. Von Armut ist schon lange nicht mehr nur das unterste Drittel der Gesellschaft betroffen. Armut nistet sich auch dort ein, wo man es gar nicht vermutet. Kinder und Jugendliche sind in einer besonders dramatischen Weise von der wachsenden Armut betroffen. Tatsächlich sieht es so aus, dass gerade Kinder in unserer Gesellschaft, aus unterschiedlichen Beweggründen, in Armut leben, womit nicht nur materielle Einschränkungen gemeint sind. Die Auswirkungen der Armut sind mehrdimensional, wie ich in der folgenden Arbeit darlegen werde.

Diese Bachelorarbeit widmet sich der Untersuchung der verschiedenen Aspekte der Armut und ihrer Folgen für das Wohlbefinden von Kindern. Ziel ist es, ein besseres Verständnis für die komplexen Zusammenhänge zwischen Armut und Wohlbefinden zu gewinnen und mögliche Ansätze zur Verbesserung der Situation zu identifizieren. Durch eine systematische Analyse relevanter Literatur wird ein Beitrag zur Entwicklung gezielter Maßnahmen geleistet, um das Wohlbefinden von Kindern in von Armut betroffenen Gemeinschaften zu fördern. Im ersten Teil wird sich vorrangig mit den Grundlagen zu Kinderarmut und den Auswirkungen auf das Wohlbefinden von Kindern auseinandergesetzt. Hierbei wird das Wohlbefinden genau konzeptualisiert. Im zweiten Teil werden die Kinder- und Jugendhilfe genauer erklärt, rechtliche Grundlagen erläutert und angewendet auf die Kinder- und Jugendhilfe bzw. die Soziale Arbeit, Maßnahmen zur Bekämpfung von Kinderarmut vorgestellt und bewertet, Herausforderungen analysiert und Handlungsempfehlungen gegeben. Beide Teile sind durch die Einleitung sowie Fazit und Diskussion thematisch eng miteinander verknüpft. Kinderarmut stellt ein gesamtgesellschaftliches Problemfeld dar. In den neuesten Veröffentlichungen wird angegeben, dass jedes fünfte Kind in Deutschland von Armut bedroht ist. Wenn man zum Thema Kinderarmut in Deutschland Recherchen betreibt, welche Ursachen und welche Auswirkungen eine Armutssituation für die betroffenen Kinder hat, wird einem die Bedeutung dieser Thematik für die Soziale Arbeit und speziell für die Kinder- und Jugendhilfe bewusst.

This paper offers a descriptive portrait of income poverty among children in Germany between the early 1980s and 2004, with a focus on developments since unification in 1991. Data from the German Socio-Economic Panel are used to estimate poverty rates, rates of entry to and exit from poverty, and the duration of time spent in and out of poverty. The analysis focuses upon comparisons between East and West Germany, by family structure, and citizenship status. Child poverty rates have drifted upward since 1991, and have been increasing more than the rates for the overall population since the mid-1990s. In part these changes are due to increasing poverty among children from households headed by non-citizens but also by children living in two-adult households. Children in single-parent households are by all measures at considerable risk of living in poverty. There are also differences in child poverty between East and West Germany.

Note, Australia, Bulgaria, Chile, Cyprus, Israel, Japan, Malta, Mexico, New Zealand, the Republic of Korea, and Turkey were unable to be included in league tables, due to insufficient data, but their data is noted in individual sections when available.
