Excerpt from The Kingdom of Serbia: Infringements of the Rules and Laws of War Committed by the Austro-Bulgaro-Germans; Letters of a Criminologist on the Serbian Macedonian Front Never has a conflict been so fierce or so cruel as the present world war. As a matter of fact, one of the belligerent groups, not content with fighting the armies of its enemies, has considered it necessary besides to use every possible means of terrorizing the enemy civil population, which nevertheless ought to have been protected by the laws and conventions signed by the Central Powers and their Allies. But the Germans and their friends have snapped their fingers at these laws and conventions. They look upon them as so many scraps of paper. "Necessity knows no law!" said the Germans, Austro-Hungarians, Bulgars, and Turks, and without scruple they have massacred their prisoners and the civil population of the countries invaded by them, pillaged, bled, and devastated occupied countries and deported their inhabitants without regard to age or sex; they have bombarded open towns, employed projectiles and other means of destruction condemned as barbarous and strictly forbidden by all conventions, and so have rendered themselves guilty of the violation of all that we had deemed sacred. At the request of the Royal Serbian Government, and since the beginning of the world war I have been engaged in recording, as far as possible, all the infringements of the laws and conventions of war and of humanity committed by the enemies of the countries of the venerable King Peter. Violence analyzes both the violence exerted on the societies of Central and Eastern Europe during the twentieth century by belligerent powers and authoritarian and/or totalitarian regimes and armed conflicts between ethnic, social and national groups, as well as the interaction between these two phenomena. Throughout the twentieth century, Central and Eastern Europe was hit particularly hard by war, violence and repression, with armed conflicts in the Balkans at the start and end of the period and two world wars in between. In the shadow of these full-scale wars, ethnic, social and national conflicts were intensified, found new forms and were violently played out. The interwar period witnessed the emergence of authoritarian states who enforced their claim to power through continued violence against political opponents, stigmatized ethnic, national and social groups, and were themselves fought with subversive or terrorist techniques. This volume focuses specifically on physical violence: war and civil war, ethnic cleansing, systematic starvation policies, deportations and expulsions, forced labour and prison camps, persecution by state security – such as intensive surveillance, which had an enormous impact on the lives of those it affected – and other forms of government oppression and militant resistance. Geographically, it considers the western regions of Belarus and Ukraine as sites of extreme violence that had a noticeable impact on neighbouring Central and Eastern European countries as well.
