The current defense team confronted a game-changing "strategic shock" in its first 8 months in office. The next team would be well-advised to expect the same. Defense-relevant strategic shocks jolt convention to such an extent that they force sudden, unanticipated change in the Department of Defense's (DoD) perceptions about threat, vulnerability, and strategic response. Their unanticipated onset forces the entire defense enterprise to reorient and restructure institutions, employ capabilities in unexpected ways, and confront challenges that are fundamentally different than those routinely considered in defense calculations. The likeliest and most dangerous future shocks will be unconventional. They will not emerge from thunderbolt advances in an opponent's military capabilities. Rather, they will manifest themselves in ways far outside established defense convention. Most will be nonmilitary in origin and character, and not, by definition, defense-specific events conducive to the conventional employment of the DoD enterprise. They will rise from an analytical no man's land separating well-considered, stock and trade defense contingencies and pure defense speculation. Their origin is most likely to be in irregular, catastrophic, and hybrid threats of "purpose" (emerging from hostile design) or threats of "context" (emerging in the absence of hostile purpose or design). The site of Warren Field in Scotland revealed two unusual and enigmatic features; an alignment of pits and a large, rectangular feature interpreted as a timber building. Excavations confirmed that the timber structure was an early Neolithic building and that the pits had been in use from the Mesolithic. This report details the excavations and reveals that the hall was associated with the storage and or consumption of cereals, including bread wheat, and pollen evidence suggests that the hall may have been part of a larger area of activity involving cereal cultivation and processing. The pits are fully documented and environmental evidence sheds light on the surrounding landscape.

This volume elaborates on both the qualitative and quantitative aspects of resilience. Reviewing the literature exploring the concept of resilience in engineering, it discusses resilience in terms of the various definitions used, the methodologies proposed to characterize resilience, and the metrics put forward to quantify the resilience of specific service infrastructure systems. The review also identifies the key factors that contribute to organizational resilience.The concept of resilience is compared to other system properties such as reliability, robustness, flexibility and agility, by taking into consideration what systems are prepared against (types of failure), the causes of failure in systems (uncertainty), and how systems react to overcome failure (level of adaptability). A review is also provided of several resilience-enabling schemes, which improve resilience by reducing vulnerability and increasing adaptive capacity. The book puts forward a new framework, the Networked Infrastructure Resilience Assessment (NIRA) framework, through which the resilience of systems can be measured by assessing the impact of disruptions on key performance measures. By applying the framework to various case studies, the book demonstrates the ability of the proposed framework to assess resilience across a wide variety of networked infrastructure systems. The case studies probe the resilience of the following critical infrastructure systems in the face of specific disruptive events: telecommunication, transportation, maritime transportation and organizational networks.This text is intended for all levels of academia — from undergraduate through to research level — as well as professionals and decision-makers involved in the development, analysis and evaluation of infrastructure systems.
