Tata Kelola Pemerintaha secara bersama-sama (berkolaborasi) atau yang lebih dikenal dengan collabrative governance merupakan ikhtiar mempertemukan berbagai pemangku kepentingan. Tata kelola pemerintahan secara berkolaborasi sendiri telah dikembangkan selama beberapa tahun terakhir (Ansell dan Gash, 2007: 543). Di Indonesia, anjuran untuk melibatkan seluruh pihak didorong dalam manajemen dan kebijakan publik dalam beberapa aturan yang dibuat pemerintah. Antara lain adalah Undang-undang Nomor 32 Tahun 2009 tentang Perlindungan dan Pengelolaan Lingkungan Hidup. Ide-ide inovasi yang berpola collaborative governance terusmenerus berkembang di berbagai daerah sejalan dengan adanya agenda otonomi daerah. Pernyataan ini berdasar pada potret pengelolaan dan pengendalian lingkungan hidup di beberapa kota besar mengikutsertakan pihak swasta dan masyarakat secara aktif mulai dari formulasi sampai evaluasi program green and clean (hijau dan bersih). Praktek yang dilakukan dalam program green and clean lebih dari sekedar pola kerjasama pemerintah swasta (KPS) sebagaimana yang sering dilakukan oleh pemerintah dalam perencanaan proyek infrastruktur. Collaborative governance dapat dimaknai sebagai salah satu regulasi yang berkaitan dengan beberapa lembaga, stakeholders atau para pemangku kepentingan untuk mensepakati atau menerapkan serta mengerjakan sebuah tindakan yang membutuhkan kesepakatan kolektif dan bersifat formal dengan pendekatan kesepakatan atau musyawarah untuk membuat atau mengimplementasikan kebijakan publik atau mengelola program atau aset publik (Ansell dan Gash. 2007).
