Penerapan dapat bergulir dimulai dari pilot project ( proyek contoh salah satu unit area). Proyek contoh ini akan memberikan lebih fokus terhadap sumber daya manusia (SDM) dan proses pembelajaran yang lebih efektif dan efisien.
