Przemiany na obszarach wiejskich oraz szeroko pojęte problemy rozwoju tych rejonów są przedmiotem analiz naukowych i ożywionej od wielu lat debaty publicznej. Toczące się dyskusje wynikają z refleksji dotyczącej wzrostu efektywności działań polityk rozwoju obszarów wiejskich oraz poszukiwania nowych podejść do ich programowania na poziomie lokalnym. Są one również efektem rosnącego poczucia, że konieczna jest nie tylko efektywniejsza realizacja celów zrównoważonego rozwoju, ale też zmniejszanie dysproporcji w wymiarze społecznym i ekonomicznym pomiędzy wsią a miastem. Wśród pojawiających się wyzwań w ostatniej dekadzie na pierwszy plan wysuwa się problem przechodzenia ku społeczeństwu informacyjnemu, jednak należy podkreślić, że zachodzące zmiany zależą od globalnego rozwoju technologicznego i cyfrowego. Znaczenie tych przemian na obszarach wiejskich uzmysławia fakt, że zamieszkiwane są one przez około 1/4 społeczeństwa Unii Europejskiej. W Polsce odsetek ten jest znacznie wyższy i wynosi 40%. Uświadomienie sobie tego pozwala przyjąć, że przystosowanie się do przeobrażeń nie może być traktowane jako sposobność, ale konieczność, ponieważ coraz więcej aktywności realizowanych jest w świecie wirtualnym. Znaczenie technologii cyfrowo-komunikacyjnych wzmocniła w ostatnich miesiącach pandemia COVID-19, która część działań przeniosła w sferę wirtualną. Wyposażanie mieszkańców wsi w umiejętności cyfrowo-komunikacyjne pozwoli na „zmniejszanie” odległości, a tym samym zwiększanie dostępności do dóbr i usług, szczególnie publicznych. W tym kontekście technologie informacyjno-komunikacyjne traktowane są jako szansa na przezwyciężenie trudności rozwojowych. Ich wykorzystanie jest jednak zależne od dostępności Internetu na danym obszarze. Jego brak lub słaby zasięg pozbawia wybrany teren szans na rozwój oparty na smart technologiach czy smart inicjatywach. W wymiarze lokalnym znaczenia nabierają nie tylko technologie cyfrowe, ale również działania, które zmierzają do poprawy szeroko pojętych warunków życia mieszkańców wsi, także w skali mikro. W tych przeobrażeniach szczególną wartość ma człowiek i jego umiejętności oraz poczucie, że bierne czekanie na nadejście zmian nie ma większego sensu. W tym też kontekście technologia może być co najwyżej narzędziem, gdyż głównym czynnikiem poprawy poziomu i jakości życia stają się kompetencje ludzkie. Dobrze rozpoznane lokalne zasoby ludzkie stanowią podstawę innowacji społecznych, a w konsekwencji konstytuują wzrost odporności obszarów wiejskich pozwalając rozwiązać problemy, przed którymi stoją lokalne społeczności. Tak rozumiana transformacja ku społeczeństwu informacyjnemu ma istotnie szerszy kontekst niż technologie cyfrowo-komunikacyjne i obejmuje szereg zagadnień o charakterze społecznym i rolno-środowiskowym.

The transformation of rural areas and the broadly understood problems of their development have been the subject of scientific analyses and lively public debate for many years. The ongoing discussions stem from a reflection on the increased effectiveness of rural development policies and the search for new approaches to their programming at the local level. They are also the result of a growing feeling that it is necessary to achieve sustainable development objectives more effectively and reduce social and economic disparities between rural and urban areas. Among the emerging challenges in the last decade, the transition to an information society has come to the fore, however it should be stressed that the changes taking place are dependent on global technological and digital development. The fact that rural areas are inhabited by about one quarter of the European Union’s population makes us aware of the importance of these changes in rural areas. In Poland, this proportion is much higher and amounts to 40%. Being aware of this fact, it may be assumed that adaptation to transformations cannot be treated as an opportunity, but as a necessity, as more and more activities are carried out in the virtual world. The importance of digital and communication technologies has been reinforced in recent months due to the COVID-19 pandemic, which has transferred some activities to the virtual sphere. Equipping rural populations with digital and communications skills will make it possible to “reduce” distance, thereby increasing accessibility to goods and services, especially public ones. In this context, information and communication technologies (ICT) are treated as an opportunity to overcome development-related difficulties. However, their use depends on access to the internet in a given area. Its lack or poor coverage in a particular area deprives it of the opportunities for development based on smart technologies or smart initiatives. As regards the local dimension, it is not only digital technologies that are growing in importance, but also activities aimed to improve broadly understood living conditions of rural residents, also on a micro scale. In these transformations, people and their skills are of unique value, and waiting passively for change does not make much sense. In this context technology can only be a tool, as human competences are becoming the major driver for the improvement of the standard of living and quality of life. Well-identified local human resources form the basis for social innovation, and consequently contribute to increased resilience of rural areas, allowing them to solve problems faced by local communities. The transition to an information society understood in this way has a significantly broader context than digital and communication technologies and comprises a range of social and agri-environmental issues.

In the face of climate change and resulting environmental and social crises, sustainable consumption has become a widely discussed issue and a key plank of the UN’s Sustainable Development Goals (SDGs). The majority of the sustainable consumption research uses the SDG framework, but this only serves to reinforce an individualistic, efficiency-based approach and it does not sufficiently cover the specific situation of transition economies. In contrast, this volume promotes a collective approach to sustainable consumption, and combines general theoretical issues with empirical examples from the Polish economy. The first part of the book presents a theoretical approach to collective consumption which has the core concepts of justice and human nature at its heart. This approach emphasises the role of collective rationality and categorises aspects of sustainable consumption as a common and public good. The second part investigates diversified aspects of sustainability, including socio-economic inequalities as barriers to sustainable consumption, consumer sovereignty in the context of current legal regulations, and the impact on employees of changes to the types and conditions of work. It also examines the sharing economy and the legal conditions of its development.
