The collapse of the Soviet Union and the wars in Yugoslavia radically changed the security environment in Europe and Central Asia. Some predictions assumed the emerging unipolarity of the liberal world order would end neutrality policies in East and West, but, as this volume shows, this was not the case. While some traditional Cold War neutrals like Sweden and Finland have been edging closer to security alignment with western institutions, there are others like Austria, Switzerland, Ireland, and Malta that remained committed to their traditional nonaligned foreign policy approaches. More importantly, there are areas of Eurasia that developed new forms of neutrality policies, most of them only noticed on the margins of academic discourse. This is the first book to systematically explore this “new neutralism” of the Post-Cold War. In part one, the book analyzes contemporary neutrality discourse on several levels like international organizations (UN, ASEAN), diplomacy, and academic theory. Part two discusses neutrality-related policy developments in Belarus, Moldova, Ukraine, Georgia, Serbia, Turkmenistan, Afghanistan, and Mongolia. Der wissenschaftliche Ertrag der Untersuchung besteht in der ersten umfassenden Analyse des Transnistrien-Konflikts in deutscher Sprache. Der Konflikt soll weniger als ethnischer, sondern in erster Linie als postsowjetischer Konflikt verstanden werden, dessen Entstehung aus der Konkursmasse der Sowjetunion sowohl Begleiterscheinung als auch Folge des Umgestaltungsprozesses am Ende der Sowjetunion war. Er ist ein territorialisierter politischer Eliten-Konflikt, dessen Ursprunge in der nach ethnischen, sprachlichen, ideologischen und politischen Kriterien hochst heterogenen Bevolkerung wie der Eliten liegen. Die Auseinandersetzung zwischen den hauptsachlich in Transnistrien angesiedelten okonomischen Eliten und der Nomenklatura in Chisinau uber die Aufteilung des sowjetischen Eigentums war die Ursache fur die Abgrenzung von Einflussbereichen und die damit zusammenhangende Zerstuckelung der Sowjetrepublik. Damit wird deutlich, dass den ungeklarten Eigentumsverhaltnissen beim Zerfall der Sowjetunion genugend Konfliktpotenzial zukam, das vor der Kulisse der polarisierten Gesellschaft mit starker Elitenfragmentierung wie in der Republik Moldau zur Eskalation fuhrte. Ein tieferes Verstandnis der momentanen Konfliktstruktur setzt die Kenntnis der Konfliktausloser und der Konfliktentstehung voraus, braucht aber auch Einblick in die konflikterhaltenden Strukturen, die den De-facto-Staat am Leben erhalten und aus ihm Gewinn erzielen. In der Untersuchung wird die moldauische Nationalbewegung untersucht, die eine ausgrenzende Politik gegenuber den Minderheiten betrieb. Dem nationalistischen Diskurs lag ein Ethnizitatsbegriff zugrunde, der grundsatzlicher analysiert wird, bevor im chronologischen Teil der Transnistrien-Konflikt en detail analysiert und interpretiert wird. Die Dissertation befasst sich mit einem aktuellen Thema, das im Überschneidungsbereich von Politischer Geographie und Sozialgeographie angesiedelt ist. Es geht um die Frage, wie alltägliche Prozesse der Aneignung des Raumes durch die Wohnbevölkerung entlang der rumänisch-moldauischen Grenze funktionieren, und zwar unter den Bedingungen, die seit dem Beitritt Rumäniens zur EU am 1. Januar 2007 gegeben sind. Seitdem gelten für die Staatsbürger der Republik Moldau verschärfte Regeln für die Einreise in Rumänien. Denn die Grenze zwischen den beiden Staaten ist nun auch EU-Außengrenze. Bei der Beantwortung dieser Frage werden in der Arbeit die seit der Unabhängigkeit der Republik Moldau im Jahre 1991 und den Beitritten Rumäniens zur NATO und zur EU sich verändernden politischen Rahmenbedingungen im Zusammenhang mit ökonomischen Strukturen und Prozessen sowie nationalen und nationalistischen Ideologien und ihren Wirkungen in der Republik Moldau und in Rumänien berücksichtigt. Dabei wird besonders beachtet, dass 1. auf beiden Seiten der Grenze Rumänisch gesprochen wird sowie aus Sicht des Panrumänismus ein und dieselbe Nation lebt und dass 2. in der Republik Moldau seit den 1990er Jahren vor allem von Seiten der Politik ein moldauisches Nation-Building betrieben wird. Aus den Untersuchungsergebnissen werden Handlungsempfehlungen für Politik und Verwaltung abgeleitet, welche auf die Verbesserung der Lebensbedingungen der Grenzraumbevölkerung abzielen.
