Die internationale Ordnung gleicht seit einiger Zeit eher einer 'Un-Ordnung' ohne klare Konturen, mit widersprüchlichen Tendenzen und hohem Konflikt- und Chaospotential. Die USA ziehen sich aus weltpolitischer Verantwortung zurück und handeln zunehmend nach der Devise 'America First', China hingegen formuliert recht unverhohlen seinen weltpolitischen Führungsanspruch und versucht diesen u. a. mit seiner 'Seidenstraßeninitiative' zu untermauern und Russland denkt mit dem Konzept der 'Russischen Welt' ebenfalls wieder in Kategorien der Beherrschung von Räumen und militärisch abzusichernden Einflusszonen. Zunehmend gerät dabei in Wissenschaft und Politik der Zusammenhang zwischen geographischen Gegebenheiten und politischen Konstellationen wieder in den Blick. Kurzum: Der Begriff 'Geopolitik' erfährt in mancherlei Hinsicht eine Renaissance. In Deutschland hat Geopolitik dabei aus sehr guten Gründen einen schlechten Ruf. Denker wie Friedrich Ratzel (1844 – 1904) oder Karl Haushofer (1869 – 1946) lieferten die argumentative Grundlage für einen 'Kampf um Lebensraum' und die aggressive nationalsozialistische 'Blut-und-Boden-Politik'. So sehr Geopolitik in Deutschland nach 1945 tabuisiert wurde, so sehr blieben allerdings geopolitische Denkmuster im angloamerikanischen Sprachraum und darüber hinaus stets wirkmächtig – und geographische Fakten und Tatsachen beeinflussen den Lauf der Geschichte ja auch in mancherlei Hinsicht unbestreitbar. Dass sie das in veränderter Weise tun und im Zuge der Globalisierung eine 'Neue Geopolitik' vonnöten ist – jenseits von geostrategischen Konkurrenzreflexen und simplistischen Raumkonzepten –, macht die Auseinandersetzung damit spannend. Diese Ausgabe von nimmt diese 'Neue Geopolitik' in den Blick. In zwei Grundsatzbeiträgen wird zunächst aus unterschiedlichen Perspektiven konzeptionell auf Geopolitik geblickt, einmal eher kritisch mit dem Plädoyer für ein postmodernes Verständnis und einmal eher klassisch mit der Begründung für eine Art Ehrenrettung. Zudem werden geopolitische Vorstellungen dreier großer Mächte – USA, China und Russland – analysiert und gefragt, wie sich Deutschland den veränderten geopolitischen Rahmenbedingungen stellen soll. In einem Interview werden die langen Linien geopolitischen Denkens herausgearbeitet und in einem Forums-Beitrag wird argumentiert, dass die EU eine strategische Sensibilisierung benötigt.

The author draws out the key shifts involved in this process: from symmetrical conflicts between states to asymmetrical global relationships of force; from national armies to increasingly private or commercial bands of warlords, child soldiers and mercenaries; from pitched battles to protracted conflicts in which there is often little fighting and most of the violence is directed against civilians.
