Für wen entwickeln Stadtplaner*innen die Stadt? Fürs Gemeinwohl! – fordern immer mehr Akteure. Die Stadtentwicklung soll einen Mehrwert für möglichst die gesamte Bevölkerung schaffen und nicht nur für einzelne Gruppen oder Unternehmen. Als ein Instrument einer gemeinwohlorientierten Stadt- und Liegenschaftspoltik gilt das Konzeptverfahren, also die Veräußerung von Grundstücken nicht über den höchsten Preis, sondern entsprechend der Qualität der Idee für die Bebauung und Nutzung. In den dazugehörigen Ausschreibungen halten die Städte Kann- und Muss-Kriterien fest, die die Bewerbenden erfüllen sollten. Diese Arbeit untersucht die Gemeinwohlorientierung dieser Ausschreibungen anhand eines zu diesem Zweck erarbeiteten Kriterienkataloges. Dieser setzt sich aus Kriterien ausgewählter bestehender Gemeinwohlbewertungen zusammen: das Baugesetzbuch, die Stadtrendite, die Wohngemeinnützigkeit, die Gemeinwohlökonomie, die Wohlstandsforschung und die Gemeinnützigkeitskriterien der Abgabenordnung. Diese Ansätze haben viele Überschneidungen. Soziale Kriterien, ökologische Nachhaltigkeit und Mitwirkungsmöglichkeiten bilden danach den Kern von „Gemeinwohl“. Diese Themenfelder werden durch sechs weitere inhaltliche Schwerpunkte ergänzt und geben damit einen Überblick, wie das Gemeinwohl heute definiert wird. Die untersuchten Konzeptausschreibungen von 28 verschiedenen Städten und Gemeinden enthalten viele dieser Kriterien und sind damit gemeinwohlorientiert. Mitwirkung und Bildungs- und Gesundheitsaspekte haben in den Ausschreibungen noch wenig Gewicht und sind seltener Teil der Ausschreibungen. Hier können und sollten Konzeptverfahren nachgebessert werden. Konzeptausschreibungen bieten Kommunen – im Gegensatz zu anderen Vergabeverfahren - die Möglichkeit, Ziele für die Bebauung festzusetzen, die sich an den lokalen Bedürfnissen und allgemeinen Gemeinwohlkriterien orientieren - damit sind sie ein Instrument einer gemeinwohlorientierten Stadtentwicklung. Sie unterscheiden sich aber in Bezug auf die angewendeten Kriterien von Verfahren zu Verfahren, weshalb eine Konzeptausschreibung keine Garantie für eine gemeinwohlorientierte Stadtentwicklung bietet. Who should profit from urban planning? An increasing number of stakeholders currently demand that planning policy leads to added value for the entire urban society and not just for individual groups: Designing for the common good! One instrument of public real estate policy that negotiates the common good could be a conceptual allocation of public property (Konzeptverfahren). This instrument allows cities to allocate their land based on the quality of the idea for development and use instead of price-based bidding. In public invitations to tender, municipalities define a set of criteria that applicants can or must meet. The aim of this publication is to evaluate the orientation of such tenders towards the common good using a list of criteria compiled from the following existing assessments: The Federal Building Code (Baugesetzbuch); the city yield (Stadtrendite); a proposed federal policy to support not-for-profit housing companies (Wohngemeinnützigkeit); the Common Good Balance Sheet (Gemeinwohlökonomie); the Better-Life-Index (Wohlstandsforschung) and the common good criteria as defined in the federal tax code (Gemeinnützigkeit nach Abgabenordnung). Although there may be some variations in definitions of common good, at the core of these assessments are social criteria, ecological sustainability, and opportunities for participation. Beside these dominant categories, each assessment is supplemented by less common criteria which are grouped into six additional categories, giving an overview of how the common good is currently defined. This paper examines 28 invitations to tender based on the conceptual allocation of public property (Konzeptausschreibungen). Of these 28 invitations, each from a different German city, it was found that all contained, to some extent, the criteria for forming common good. As such, these tenders can be considered as supporting the common good. This script finds, however, that the categories participation, education and health should resonate more strongly in future tenders. The instrument (Konzeptverfahren) offers municipalities the opportunity to set development goals that are based on local needs and public interest criteria. But, as the comparison shows, there are significant differences between tendering procedures. Therefore, it should not be concluded that tendering based on the conceptual allocation of public property guarantees public interest-oriented urban development.

For as long as statistics record, housing conditions in the United States have been improving. Housing that only the rich once enjoyed is commonplace today; by today's standards, most of the population was ill-housed at the turn of the century. Amidst this rise, however, inadequate living accommodations for a portion of the population have stubbornly persisted. Many families endure housing deprivations that are severe, even with respect to the norms of earlier years. Development of housing policy requires a blending of technical data, theory, and political and ethical considerations. This study is organized, therefore, around a planning framework. Housing needs and objectives are specified; housing resources are identified; theories of the problem are explored; alternative strategies are reviewed; and one of several possible packages of programs is elaborated in detail. Particular emphasis is placed throughout on the multiplicity of housing and non-housing goals and programs, and on the variety of client groups, which must be taken into consideration in trying to evolve an appropriate role for the public sector in this area of social concern. Specifically, this work begins with a quick sketch of Baltimore and an examination of local problems and policies. This is followed by a description of the dimensions of housing needs. Another chapter studies the low-income market empirically from the perspective of the person whom poor families rely on for housing services—the landlord. An investigation on several theories of slums, decay, and housing abandonment is discussed, and the authors formulate a composite theory that serves as a foundation for policy decisions. The final set of chapters explores in greater detail technical aspects of the proposals contained in the text, and the concluding chapter investigates their political feasibility.
