Ist der Nationalstaat ein Auslaufmodell? Vieles deutet darauf hin, dass das 21. Jahrhundert ebenfalls von dieser Staatsform dominiert bleibt. Trotzdem sind Vorstellungen von "Wir" im Zusammenhang mit der Idee der "Nation" seit einiger Zeit im Westen Gegenstand heißer Debatten, die in eine Wir-Krise zu münden drohen. Im Zuge dieser Auseinandersetzungen operieren bestimmte gesellschaftliche Statusgruppen mit einem distinktiven und politisierten Topos von "Kultur", während andere das nationalstaatliche Modell zur Gänze ablehnen. Die hier vorliegende Argumentation stützt sich auf historisch-langfristig fokussierte Untersuchungen der Entwicklung nationaler Wir-Bezüge in vier unterschiedlichen Kulturfeldern.

Dass die Covid-19-Pandemie einen fundamentalen Einschnitt in alle Lebensbereiche darstellt, wird zunehmend Allgemeingut. Global betrachtet sind nicht nur die direkten gesundheitlichen Folgen besorgniserregend, sondern auch die damit einhergehende globale Rezession. Damit werden u. a. Erfolge in der Armutsbekämpfung zunichtegemacht, Hungerkrisen ausgelöst bzw. verstärkt und globale Instabilität nimmt zu - auch, weil sich der Blick vieler eher nach innen denn auf die "Probleme der anderen" richtet. Deutschland ist bisher vergleichsweise stabil durch diese Krise gekommen. Gleichwohl sind die Verwerfungen auch hier in einigen Sektoren erheblich und die staatlichen Hilfsprogramme werden nicht unbegrenzt die ausbleibende Nachfrage ersetzen können. Wir werden vermutlich dauerhaft anders leben, weniger reisen, mehr zuhause arbeiten, weniger unbeschwert feiern und insgesamt Wohlstandsverluste hinnehmen müssen. Wirtschaft, Kultur und Gesellschaft werden sich neu ausrichten - mit Chancen, aber auch mit enormen Risiken und Verwerfungen. Ein noch wenig beleuchteter Aspekt ist die Frage, was dies für die Rolle des Staates oder - sozialwissenschaftlich formuliert - die staatliche Souveränität bedeutet. Diese Ausgabe von POLITIKUM nimmt die Pandemie zum Anlass zu fragen, wie es um staatliche Souveränität bestellt ist. Das beginnt mit den internationalen Aspekten, adressiert dann aber insbesondere die Konsequenzen für unsere politische Ordnung. In Deutschland hat infolge der Pandemie offenbar zunächst das Vertrauen in den Staat deutlich zugenommen. In einer Forsa-Umfrage vom September ist der Anteil der Menschen, die den Staat für voll handlungsfähig halten, im Vergleich zu früheren Befragungen rasant gestiegen. Geht damit die Rückkehr des "starken Staates" einher - und wie sieht dieser aus? Waren wir gut oder doch eher schlecht auf diese Pandemie vorbereitet und welche Lehren müssen wir daraus ziehen? Haben sich die Prinzipien unser freiheitlich-demokratischen Ordnung auch in der Krise bewährt oder geht die von der Bundeskanzlerin festgestellte "demokratische Zumutung" nicht doch mit einer inakzeptablen Gefährdung der demokratischen Institutionen und Prozesse einher? Was bedeutet "Volkssouveränität" in Pandemiezeiten und was heißt "europäische Souveränität" in diesem Zusammenhang? Das Thema Souveränität ist zeitlos und hat zugleich Konjunktur. Folgt der Renaissance nationaler Souveränität im Schlepptau der Krise doch unverkennbar eine Krise staatlicher Souveränität?

The idea that developing all sectors of the educational palette is influential for socio-economic development was adopted later in Sub-Saharan Africa than in other world regions. Most efforts went primarily into developing the first stages of education, and rightly so, for many children could not access education at all. Today, all African governments recognize the importance of higher education and increasingly invest in it. They are facing two major, interlinked challenges: rapid population growth and decline in the quality of education. Indeed, despite fertility decline, the region has been confronted with substantial population growth, which will continue for many decades; as such, there is a necessity to increase investment in education. This, in a situation of limited resources, has been at the expense of the quality and the burgeoning of private institutions of higher education. The contributions here discuss the development, quality, and outcomes of higher education in Africa, with a specific focus on relations between Africa and Europe. Issues related to the mobility of African students and scholars are discussed in several national and international case studies.

Questions of Identity treats four varieties of conceptions of individual and social identity. This interdisciplinary book describes and analyzes four trends of thought that have prevailed at one time in most of Europe over the last two centuries: the idea of the responsible citizen, the concept of patriotism or nationalism, the loss of self, and "suffering" as a formative element in the "national character." In a section devoted to Václav Havel, Pynsent treats Havel's notion of personal identity as expressed in personal responsibility. Another section concerning national identity looks in particular at two early nineteenth-century Slovaks who rejected Slovak nationalism and whose ideas ultimately had a profound impact on East European thinking on nationality up to the fall of communism. A third section deals with the beginnings of Modernism and the apparent disintegration of the self in West European and Czech writers. The final section addresses Vladimír Páral's expositions of the Czech cult of national martyrs since St. Wenceslas and the extent to which the "martyr" complex remains part of Czech self-identification.
