The Journal of Cultural Management and Cultural Policy offers international perspectives on a wide range of issues in cultural management and cultural policy research and practice. This issue looks at the effects political upheavals and processes of social transformation have on the conditions for cultural production, dissemination, education, policy, and management. The transfer from one political party to another, even when it occurs through legitimate political processes, can mean the difference between funding and lack of funding, restrictive versus liberal policies, or freedom of expression and censorship. The 1989 transformations in Central and Eastern Europe are one example among many others. Current upheavals in many countries have major implications for cultural management and politics given that artistic autonomy is at risk or already restricted with the potential to fundamentally reorder the cultural field. The contributors confront and reflect upon instances of political upheaval and social change that have had a pronounced effect on the arts.

In den ersten beiden Nachkriegsjahrzehnten war Finnland aufgrund seiner besonderen Stellung zwischen den Machtblocken Schauplatz einer deutsch-deutschen Konkurrenz, die in erheblichem Masse mit den Mitteln der auswartigen Kulturpolitik gefuhrt wurde. Finnland hatte als Konsequenz seiner Neutralitatspolitik nach 1949 keinen der beiden deutschen Staaten anerkannt und so ein klares Bekenntnis zu einem der Machtblocke des Kalten Krieges vermieden. Aufgrund des dadurch bedingten Wegfalls der Instrumente der klassischen Diplomatie im zwischenstaatlichen Umgang erhielt die auswartige Kulturpolitik eine uberdurchschnittliche Bedeutung fur die Selbstdarstellung beider Staaten in Finnland und die Durchsetzung ihrer jeweiligen politischen Ziele. Vor allem die DDR benutzte Finnland als eine Art Bruckenkopf im westlichen Ausland, um uber verstarkte Aktivitaten speziell auf dem Gebiet der auswartigen Kulturpolitik die Gleichberechtigung mit der Bundesrepublik zu dokumentieren und die staatliche Anerkennung zu erreichen. Im Gegenzug sah sich die Bundesrepublik zu Abwehrreaktionen herausgefordert und zu einer gezielten Verstarkung kultureller Initiativen genotigt. Erstmalig wird hier eine vergleichende Betrachtung der Aktivitaten beider deutscher Staaten im kulturpolitischen Konkurrenzkampf von 1949 bis zur Aufnahme diplomatischer Beziehungen 1973 vorgelegt. Dabei werden sowohl die Entwicklung dieser Auseinandersetzung chronologisch skizziert als auch die dabei gewonnenen Erkenntnisse unter verschiedenen Gesichtspunkten analysiert.
