Der größte Teil der aus vielen Ländern Europas stammenden nationalsozialistischen Raubkunst befand sich bei Kriegsende 1945 in Depots in der amerikanischen Besatzungszone. Die Sicherstellung und Rückführung dieser Kunstwerke sowie ausgelagerter deutscher Museumsbestände lag in Händen der 'Monuments, Fine Arts & Archives Section' der amerikanischen Militärregierung. Das reich bebilderte Buch behandelt die Geschichte der größten amerikanischen Kunstsammelstelle, des in den ehemaligen NSDAP-Gebäuden am Königsplatz in München eingerichteten Central Collecting Point. Ausländische Raubkunst wurde hauptsächlich von hier aus restituiert. Im Mittelpunkt stehen Standort, Einrichtung, Mitarbeiter und Arbeit der Institution in den Jahren 1945 bis 1949. Einzelne Restitutionsvorgänge werden exemplarisch untersucht. Die Geschichte des aus dem Collecting Point hervorgegangenen Zentralinstituts für Kunstgeschichte und die Ausstellungspolitik des Amerika-Hauses werden im Rahmen der 'Re-Education' und des Wiederaufbaus der Münchner und westdeutschen Kunst- und Kulturszene nach 1945 beleuchtet.

They allow for a painstaking analysis of the political and "aesthetic" priorities of a developing Stalinist culture while raising intriguing questions about the early stages of the Cold War and the subsequent division of Germany. In particular, the gradual introduction of Zhdanovist or socialist-realist political norms and aesthetic forms into Soviet-occupied Germany closely paralleled developments in the Soviet Union during the infamous zhdanovshchina (1946-1948). Smear campaigns against "formalism," "decadence," and "cosmopolitanism," carefully tailored to local circumstances, were the natural consequence. Simultaneously, the German Communists worked behind the scenes with the Soviet occupation regime to establish the administrative apparatus for the enforcement of these standards, imported from the Soviet Union and calculated to infuse German art and literature with the proper political priorities.

Die Diskussion der Vergleichbarkeit dieser beiden Systeme soll hier jedoch ausdrücklich nicht geführt werden. Durch den Vergleich können schließlich wertvolle Erkenntnisse gewonnen werden, verhindert man ihn, blockiert man damit den Fortschritt der Wissenschaft. Es werden zwei Herrschaftssysteme miteinander verglichen, deren geschichtliche Entwicklungen einmalig und individuell waren. Der entscheidende Unterschied ist hier wohl der, dass der Nationalsozialismus aus einer gescheiterten Demokratie heraus entstanden ist und die DDR aus einem oktroyierten Besatzungsregime. Es soll im Folgenden untersucht werden, inwieweit die Kunstpolitik der beiden Systeme autoritär bzw. totalitär war, um daraus Rückschlüsse auf jeweils das gesamte Herrschaftssystem ziehen zu können. Dabei sind vor allem Organisationsstrukturen zu beleuchten. Dem voran wird zunächst ein Überblick über historische Ereignisse gegeben und dargestellt, wie die Systeme Kunst und Kultur beeinflussten und nach ihren Vorstellungen lenkten und welche Ansprüche sie an Kunst überhaupt hatten. Eine wichtige Frage ist die nach der Periodisierung der jeweiligen Herrschaftsdauer, sind sie jeweils als Einheit zu betrachten? Wohl kaum, im Nationalsozialismus stellt der Kriegsbeginn im Jahr 1939 eine Zäsur dar. Im System der DDR bringen vor allem die Wechsel an der Partei- und Staatsspitze sowie die Beschlüsse der Parteitage gewisse Kontinuitätsbrüche. Des Weiteren spielen hier die Führungswechsel in der Sowjetunion eine starke und einflussreiche Rolle. Ohnehin ist in die Betrachtungen mit einzubeziehen, dass der Nationalsozialismus 12 Jahre und der Sozialismus in der DDR nahezu 40 Jahre wirkte, daraus ergeben sich Fragen nach der Durchsetzungskraft der jeweiligen politischen Entscheidungen. Dabei ist zu beachten, dass die Anfänge der nationalsozialistischen Kunstpolitik bereits vor der Machtergreifung im Januar 1933 zu suchen sind. Die Kunstpolitik in der sowjetischen Besatzungszone von 1945 bis 1949 wird hier nur zu Erläuterungszwecken beleuchtet.
