There is a charm to Kyoto. Surrounded by lush green hills, the city feels alive with nature, history, culture—and tourists. At once ancient capital, modern city, and home to numerous cultural heritage sites, Kyoto looms large in the promotion of Japanese culture at home and abroad. In the wake of years of economic recession followed by the national promotion of “cool Japan” in popular culture and tourism of the twenty-first century, anthropologist Jennifer Prough sets out to examine how the city’s history and culture have been mobilized to create heritage experiences for today’s tourists. The heart of her book, Kyoto Revisited, centers on what it means to produce these for visitors, why seeing and feeling culture and tradition appeal to both domestic and international travelers, and the challenges faced by a heritage tourism city. As Prough’s study suggests, heritage has multiple meanings. It is created as interested parties—state and local, public and private—tell different stories about the past, which are marketed in response to tourists’ desire for face-to-face engagement in an experience economy. Her work examines several prominent features of Kyoto tourism, including promotion plans, heritage neighborhood renovation, the role of the seasons and traditional aesthetics in citywide events, the appeal of sites commemorating the Meiji restoration, and the trend of walking in the heritage district in a rented kimono. Throughout Prough brings together scholarship from Japanese studies, heritage studies, and the anthropology of tourism to highlight the interplay between the romantic desire for heritage tourism and the emphasis on “personal experience” (taiken) in the visitor industry today. Experience has long been an integral part of tourism—even as what counts as experience has shifted across time and place (from taking a photo to staying with locals to trying one’s hand at a traditional craft)—yet these touristic desires take on a new tinge in the experience economy. Kyoto Revisited demonstrates not only how the past has been used to construct the city’s identity and shape understandings of Japan for travelers, but also how these speak to broader trends in our contemporary moment.

Often considered an exotic garment of “traditional Japan,” the kimono is in fact a vibrant part of Japanese modernity, playing an integral role in literature and film throughout the twentieth century. Reading the Kimono in Twentieth-Century Japanese Literature and Film is the first extended study to offer new ways of interpreting textual and visual narratives through “kimono language”—what these garments communicate within their literary, historical, and cultural contexts. Kimonos on the page and screen do much more than create verisimilitude or function as one-dimensional symbols. They go beyond simply indicating the wearer’s age, gender, class, and taste; as eloquent, heterogeneous objects, they speak of wartime and postwar histories and shed light on everything from gender politics to censorship. By reclaiming “kimono language”—once a powerful shared vernacular—Michiko Suzuki accesses inner lives of characters, hidden plot points, intertextual meanings, resistant messages, and social commentary. Reading the Kimono examines modern Japanese literary works and their cinematic adaptations, including Tanizaki Jun’ichirō’s canonical novel, The Makioka Sisters, and its film versions, one screened under the US Occupation and another directed by Ichikawa Kon in 1983. It also investigates Kōda Aya’s Kimono and Flowing, as well as Naruse Mikio’s 1956 film adaptation of the latter. Reading the Kimono additionally advances the study of women writers by discussing texts by Tsuboi Sakae and Miyao Tomiko, authors often overlooked in scholarship despite their award-winning, bestselling stature. Through her analysis of stories and their afterlives, Suzuki offers a fresh view of the kimono as complex “material” to be read. She asks broader questions about the act of interpretation, what it means to explore both texts and textiles as inherently dynamic objects, shaped by context and considered differently over time. Reading the Kimono is at once an engaging history of the modern kimono and its representation, and a significant study of twentieth-century Japanese literature and film.

This edited book represents one of the first scholarly research through an international collaboration project between Japan and Italy to address economic and social values of cultural heritage beyond its inherent—historic, archaeological, or aesthetic—values. Cultural policies in the world have over the decades expanded to include non-cultural purposes such as economic development and social inclusion. Japanese cultural policy for heritage is catching up on this trend: we have seen major shifts of emphasis from preservation for its sake to the utilisation of cultural heritage for the purposes of tourism, place branding, local vitalization and community-building, whilst Italy has long thrived on the economy of heritage tourism and more cases are being seen for urban and regional development with the use of cultural assets. The recent outbreak of Covid-19 and the problem of over-tourism that preceded it have challenged tourism policy and practice in the two countries. This book identifies emerging trends, issues, and problems in such policy shifts. The book breaks a new ground in the bourgeoning studies of tourism, heritage, and cultural policy by adopting an international, inter-disciplinary approach. The chapters on Japan in particular make an original contribution to these fields in the English literature in which discussion of Japan despite its economic and cultural presence on the globe has hitherto been less available.

Global Legitimacy Crises addresses the consequences of legitimacy in global governance, in particular asking: when and how do legitimacy crises affect international organizations and their capacity to rule. The book starts with a new conceptualization of legitimacy crisis that looks at public challenges from a variety of actors. Based on this conceptualization, it applies a mixed-methods approach to identify and examine legitimacy crises, starting with a quantitative analysis of mass media data on challenges of a sample of 32 IOs. It shows that some, but not all organizations have experienced legitimacy crises, spread over several decades from 1985 to 2020. Following this, the book presents a qualitative study to further examine legitimacy crises of two selected case studies: the WTO and the UNFCCC. Whereas earlier research assumed that legitimacy crises have negative consequences, the book introduces a theoretical framework that privileges the activation inherent in a legitimacy crisis. It holds that this activation may not only harm an IO, but could also strengthen it, in terms of its material, institutional, and decision-making capacity. The following statistical analysis shows that whether a crisis has predominantly negative or positive effects depends on a variety of factors. These include the specific audience whose challenges define a certain crisis, and several institutional properties of the targeted organization. The ensuing in-depth analysis of the WTO and the UNFCCC further reveals how legitimacy crises and both positive and negative consequences are interlinked, and that effects of crises are sometimes even visible beyond the organizational borders.
