A l'heure des grands défis que sont pour l'Afrique la réconciliation, la justice et la paix, les préoccupations de l'Eglise catholique prennent fortement en compte les dimensions socio-économiques et éthiques du message évangélique. C'est le constat qui se dégage clairement à la lecture des documents préparatoires au second synode africain (octobre 2009), tels qu'ils sont commentés et discutés dans cet ouvrage par un groupe de chercheurs et de théologiens africains. Si les orientations générales données à ce second synode stigmatisent d'un certain ordre économique imposé aux pays africains, l'accent est mis également sur la responsabilité des Africains eux-mêmes dans la conduite de leurs propres affaires. Lorsque est dénoncé, comme un scandale qui sème la mort, le trafic des armes, lorsque sont pointées les tensions sociales qui bloquent le progrès, en donnant naissance à des troubles politiques et à des conflits armés, on ne peut que mieux vérifier l'importance et l'urgence de la recherche de la paix. Parmi les éléments fondamentaux de l'enseignement social de l'Eglise, sont rappelées particulièrement des valeurs comme le sens du bien commun, la bonne gouvernance et l'option préférentielle pour les pauvres. En situant ainsi le social et le politique au coeur même des orientations du Synode, ce dernier veut mobiliser les chrétiens à s'engager plus activement dans la transformation de leurs sociétés. Joseph-Marie Ndi-Okalla, African Representative de l'Association internationale des missiologues catholiques, est directeur des Études au grand séminaire de Yaoundé et enseignant à l'Université catholique d'Afrique centrale (Cameroun). Il est directeur de cet ouvrage.

Africa is poised on the edge of a potential takeoff to sustained economic growth. This takeoff can be abetted by a demographic dividend from the changes in population age structure. Declines in child mortality, followed by declines in fertility, produce a 'bulge' generation and a large number of working age people, giving a boost to the economy. In the short run lower fertility leads to lower youth dependency rates and greater female labor force participation outside the home. Smaller family sizes also mean more resources to invest in the health and education per child boosting worker productivity. In the long run increased life spans from health improvements mean that this large, high-earning cohort will also want to save for retirement, creating higher savings and investments, leading to further productivity gains. Two things are required for the demographic dividend to generate an African economic takeoff. The first is to speed up the fertility decline that is currently slow or stalled in many countries. The second is economic policies that take advantage of the opportunity offered by demography. While demographic change can produce more, and high quality, workers, this potential workforce needs to be productively employed if Africa is to reap the dividend. However, once underway, the relationship between demographic change and human development works in both directions, creating a virtuous cycle that can accelerate fertility decline, social development, and economic growth. Empirical evidence points to three key factors for speeding the fertility transition: child health, female education, and women's empowerment, particularly through access to family planning. Harnessing the dividend requires job creation for the large youth cohorts entering working age, and encouraging foreign investment until domestic savings and investment increase. The appropriate mix of policies in each country depends on their stage of the demographic transition.

Civil Paths to Peace contains the analyses and findings of the Commonwealth Commission on Respect and Understanding, established in response to the 2005 request of Commonwealth Head of Government for the Commonwealth Secretary-General to 'explore initiatives to promote mutual understanding and respect among all faiths and communities in the Commonwealth.' This report focuses particularly on the issues of terrorism, extremism, conflict and violence, which are much in ascendancy and afflict Commonwealth countries as well as the rest of the world. It argues that cultivating respect and understanding is both important in itself and consequential in reducing violence and terrorism. It further argues that cultivated violence is generated through fomenting disrespect and fostering confrontational misunderstandings. The report looks at the mechanisms through which violence is cultivated through advocacy and recruitment, and the pre-existing inequalities, deprivations and humiliations on which those advocacies draw. These diagnoses also clear the way for methods of countering disaffection and violence. In various chapters the different connections are explored and examined to yield general policy recommendations. Accepting diversity, respecting all human beings, and understanding the richness of perspectives that people have are of great relevance for all Commonwealth countries, and for its 1.8 billion people. They are also importance for the rest of the world. The civil paths to peace are presented here for use both inside the Commonwealth and beyond its boundaries. The Commonwealth has survived and flourished, despite the hostilities associated with past colonial history, through the use of a number of far-sighted guiding principles. The Commission argues that those principles have continuing relevance today for the future of the Commonwealth--and also for the world at large.
