Per prossimità geografica e per i legami storici, sociali e culturali che uniscono le due sponde dell’Adriatico, l’area balcanica è stata da sempre al centro dell’agenda diplomatica del nostro paese, portandolo naturalmente a essere uno sponsor fervente dell’allargamento. L’integrazione europea dei Balcani occidentali rimane per molti (inclusa l’Italia) la strada maestra per garantire stabilità e sicurezza alla regione e all’Unione europea; tuttavia le incertezze del processo risultano evidenti e l’emergenza sanitaria causata dalla diffusione globale del Covid-19 ne ha ulteriormente disorientato le prospettive. I rallentamenti del processo rendono imprescindibile per l’Italia un bilancio della propria presenza nell’area, anche al fine di rilanciare in modo innovativo il proprio ruolo. La ricerca del CeSPI presentata in questo volume esamina, sia in termini bilaterali che in un’ottica multilaterale, i punti di forza e di debolezza della presenza italiana nella regione balcanica negli ultimi quindici anni, formulando altresì alcune raccomandazioni per il suo rilancio nel quadro del processo di integrazione europea. L’analisi si focalizza su tre paesi in stadi diversi del processo di integrazione (Albania, Bosnia- Erzegovina e Serbia) ed è accompagnata dai contributi di esperti che esplorano e restituiscono la ricchezza e varietà delle relazioni tra l’Italia e i paesi della regione. Le interviste a cura di Piero Fassino al ministro degli Esteri italiano Luigi Di Maio, al membro della presidenza bosniaca Šefik Džaferović, al premier albanese Edi Rama e al presidente dell’Assemblea nazionale della Repubblica di Serbia Ivica Dačić confermano la centralità delle relazioni tra le due sponde dell’Adriatico, per sostenere le prospettive di ingresso della regione balcanica nell’Unione europea.

Redefining EU Membership examines the issue of Membership within the European Union (EU) today by focusing on differentiation in and outside the EU. The Treaty on European Union unequivocally declares that the contracting parties are the Member States of the EU. However, a closer examination casts some doubt of the unitary status of Member States, or at least suggests that the concept requires nuancing. Whilst diversity, and to some extent differentiation, have been part and parcel of the European integration process since its inception, Redefining EU Membership proposes that, considering several developments, a new reflection on membership within the EU and on differentiation in and outside the EU is required. The volume's contributions are organized around four aspects of the tensions faced by the concept of a unitary and formal EU membership: first, an examination of key policy areas which have already witnessed various forms of differentiated integration; second, an analysis of 'special statuses' within the EU; third, important examples of non-Member States in which EU law is applied (with and without their participation in the EU's decision-making process); and fourth, the situation of states under accession or secession procedures which obliges them to accept EU norms and policies even prior to/after formal membership. These analyses are complemented by a reflection on the concept of membership in itself. In a context in which EU enlargement appears likely, the provided analysis reflects on the need to expand and introduce several kinds of membership to the EU in the future.

E quale può essere l’impegno della cultura in questo scenario? È necessario interrogarsi a fondo sulle incrinature e sulle tensioni che avevano preso corpo già prima del 1989 e poi all’indomani di esso, nella difficile transizione dei paesi ex comunisti e nell’emergere – non solo in essi – di nazionalismi illiberali e antieuropei. Nazionalismi che portano la loro sfida su ogni terreno, con un massiccio e deformato «uso politico» della storia che inizia fin dai banchi di scuola. Talora un uso della storia come arma da guerra, come era stato nella ex Jugoslavia e come è nella Russia di Putin: strumento, qui, per legittimare politiche imperiali aggressive e costruito da tempo nella sostanziale disattenzione dell’Occidente. Casi estremi, ma analoga disattenzione ha riguardato le «politiche della storia» perseguite dai governi sovranisti in Ungheria, in Polonia e altrove attaccando duramente chi vi si oppone. Per altri versi sembra pesare ancora «l’ombra del Muro», nel permanere di «memorie incompatibili» (o comunque di aree di reciproca estraneità e insensibilità: si pensi ai differenti modi di guardare alla Shoah e al Gulag). Se si esplorano le narrazioni pubbliche che segnano i differenti paesi è forte l’impressione che le dissonanze siano cresciute talora più delle sintonie, e che sia urgente invertire la tendenza. Che anche da questo dipenda il futuro dell’Europa. Questo piccolo libro vuole essere un sommesso grido di allarme e il richiamo a un impegno talora disertato.
