Conservant avec soin la spécificité de leurs races constitutives (Stämme), les Allemands sont restés longtemps fidèles à des «libertés» qui se traduisaient (même sans le mot) par un réel fédéralisme. Cet équilibre a été mis en cause, puis détruit. Ainsi est apparue la «question allemande» (deutsche Frage), celle de l'unité allemande, liée à celle de la puissance allemande. L'unité a semblé triompher en 1871. Mais le cyclone de 1945 a tout bouleversé. D'abord, il a atténué différences et contrastes entre les «pays» historiques, ensuite il a provoqué dans chacune des deux «unités étatiques» apparues un processus d'uniformité, enfin il a alourdi le poids des facteurs extérieurs. Ceux-ci ont envahi le champ du destin national et la question allemande reste désormais la principale question européenne. Le présent ouvrage n'est pas une histoire événementielle, mais la présentation d'un choix réfléchi des vues et des concepts ayant dominé les esprits - principalement en Allemagne, mais aussi ailleurs - devant ce «débat germanique» qui dure depuis cent cinquante ans.

Créé en 1869, il s'organise et se construit à l'époque de l'Empire allemand et devient la première force d'opposition à Bismarck. Très vite, au-delà des frontières allemandes, le parti social-démocrate jouira d'un grand prestige et exercera jusqu'à nos jours une forte influence sur le mouvement ouvrier international. Aujourd'hui encore, c'est vers la social-démocratie allemande que se tournent, notamment en Amérique latine, les regards des dirigeants socialistes de pays parvenus tardivement à la démocratie. Retracer l'évolution du parti social-démocrate allemand qui, après l'unification de 1990, s'est posé avec force la question de son identité, c'est d'abord faire revivre une partie de l'histoire politique et sociale de l'Allemagne. C'est aussi suivre pas à pas l'évolution, les crises et les victoires d'un parti pris entre révolution et réformisme, et dont les chefs de file, de Lassalle à Willy Brandt, de Bebel à Helmut Schmidt..., ont contribué à marquer cent trente ans d'histoire européenne. Jacques-Pierre Gougeon, agrégé d 'allemand, docteur en Études germaniques, enseigne la civilisation allemande à l'Université et est chargé de mission à la présidence de Radio-France internationale. Ces relations d'affaires entre les trois pays, exceptionnellement développées quoique marquées par certaines dissymétries, témoignent d'un cosmopolitisme économique et financier déjà vivace à la Belle Époque. Pays neutre par la volonté des Puissances, la Belgique constitue un enjeu politique et stratégique, surtout après 1904-1905, lorsque les États garants de sa neutralité sont groupés en blocs antagonistes entre lesquels la tension monte. Alors que la France et l'Allemagne cherchent chacune à l'attirer dans son camp, en créant des solidarités de fait fondées sur des affinités culturelles, des sympathies politiques ou des intérêts convergents, le gouvernement belge s'efforce de tenir la balance égale entre ses deux voisins. Exercice délicat qui ne laisse à Bruxelles qu'un rôle politique limité sur la scène internationale. Pourtant, le 2 août 1914, la Belgique rejette, avec une grande fermeté, l'ultimatum allemand.

To impose order on a vast New World empire, the Iberian monarchs created carefully planned cities where institutional and legal powers were administered through a specialized cadre of elite men called letrados; it is the urban nexus of lettered culture and state power that Rama calls "the lettered city." Starting with the colonial period, Rama undertakes a historical analysis of the hegemonic influences of the written word. He explores the place of writing and urbanization in the imperial designs of the Iberian colonialists and views the city both as a rational order of signs representative of Enlightenment progress and as the site where the Old World is transformed--according to detailed written instructions--in the New.
