Pourquoi cette exigence absolue imposée par le plus fort ? Parce qu'avant 1870 l'Allemagne n'existait pas et que Bismarck, l'homme fort d'une Prusse dominante en Europe, avait l'ambition d'unifier tous les Etats Allemands en une nation souveraine sous l'égide prussienne. Pour convaincre les Lands allemands réticents, Bismarck leur offrit dans un écrin politique et national, le cadeau impérial d'un nouveau Land, le 26e, l'Alsace, qui allait emporter l'enthousiasme populaire d'une nation allemande nouvelle-née. L'Alsace a fait les frais de l'opération. Mais l'histoire de son annexion de 1870 à 1918 retiendra que celle-ci n'a pas fait le bonheur des Allemands : en 47 années, jamais l'Alsace ne céda, rappelant toujours sa raison d'être : " Français ne puis. Allemand ne veux, Alsacien je suis ". C'est l'histoire de cette Alsace-là et de ces Alsaciens qui est racontée ici. considérée in-situ, telle qu'elle fut subie par ceux-là même qui la vécurent. En troisième partie. on quitte la dimension territoriale régionale pour atteindre celle, plus réduite, d'un village Haut-Rhinois considéré dans sa vie quotidienne et celle d'une famille alsacienne : un demi-siècle d'assujettissement à la mainmise étrangère n'entamera jamais le volontarisme des Alsaciens de ne pas céder son particularisme et sa condition alsacienne. Une population plus fataliste, plus disposée au renoncement, aurait versé dans la germanisation... l'Alsace, jamais ! La dernière partie traite de la même volonté d'irréductibilité alsacienne, mais réduite à la dimension d'un seul personnage, " Charles l'Alsacien ", quittant le village en 1914 pour aller combattre en Russie, sous un uniforme qui ne lui convenait pas et pour une patrie qui n'était pas la sienne. C'est lui qui, dans un cri de désespoir, suppliait à la face du monde : Français, écoutes-moi... je suis soldat allemand... mais ce n'est pas vrai !

The first major English-language work on Alsace-Lorraine and imperial Germany in over fifty years, Reluctant Union revises many of the commonly held notions about the German annexation and rule of the territory that came to be known as the Reichsland. Concentrating on the territory's internal development between 1871 and 1918, and its relationship to imperial Germany, Dr. Silverman rejects the traditional treatment of Alsace-Lorraine as merely an object of international tension. The territory's population is viewed as a pluralistic society, not as a monolithic, hostile anti-German phalanx. The role of chauvinistic sentiment is placed in proper perspective; for the Alsace-Lorrainers, political and economic considerations often outweighed nationalistic preferences.
