How social and intellectual changes undermine our justifications for the welfare state The welfare state has come under severe pressure internationally, partly for the well-known reasons of slowing economic growth and declining confidence in the public sector. According to the influential social theorist Pierre Rosanvallon, however, there is also a deeper and less familiar reason for the crisis of the welfare state. He shows here that a fundamental practical and philosophical justification for traditional welfare policies—that all citizens share equal risks—has been undermined by social and intellectual change. If we wish to achieve the goals of social solidarity and civic equality for which the welfare state was founded, Rosanvallon argues, we must radically rethink social programs. Rosanvallon begins by tracing the history of the welfare state and its founding premise that risks, especially the risks of illness and unemployment, are equally distributed and unpredictable. He shows that this idea has become untenable because of economic diversification and advances in statistical and risk analysis. It is truer than ever before—and far more susceptible to analysis—that some individuals will face much greater risks than others because of their jobs and lifestyle choices. Rosanvallon argues that social policies must be more narrowly targeted. And he draws on evidence from around the world, in particular France and the United States, to show that such programs as unemployment insurance and workfare could better reflect individual needs by, for example, making more explicit use of contracts between the providers and receivers of benefits. His arguments have broad implications for welfare programs everywhere and for our understanding of citizenship in modern democracies and economies.

In this monumental book, sociologist Robert Castel reconstructs the history of what he calls "the social question," or the ways in which both labor and social welfare have been organized from the Middle Ages onward to contemporary industrial society. Throughout, the author identifies two constants bearing directly on the question of who is entitled to relief and who can be excluded: the degree of embeddedness in any given community and the ability to work. Along this dual axis the author locates virtually the entire history of social welfare in early-modern and contemporary Europe.This work is a systematic defense of the meaningfulness of the category of "the social," written in the tradition of Foucault, Durkheim, and Marx. Castel imaginatively builds on Durkheim's insight into the essentially social basis of work and welfare. With antecedents dating back to the Middle Ages, the community garden is more popular than ever as a means of procuring the freshest food possible and instilling community cohesion. But as Micheline Nilsen shows, the small-garden movement, which gained impetus in the nineteenth century as rural workers crowded into industrial cities, was for a long time primarily a repository of ideas concerning social reform, hygienic improvement, and class mobility. Complementing efforts by worker cooperatives, unions, and social legislation, the provision of small garden plots offered some relief from bleak urban living conditions. Urban planners often thought of such gardens as a way to insert "lungs" into a city. Standing at the intersection of a number of disciplines--including landscape studies, horticulture, and urban history-- The Working Man’s Green Space focuses on the development of allotment gardens in European countries in the nearly half-century between the Franco-Prussian War and World War I, when the French Third Republic, the German Empire, and the late Victorian era in England saw the development of unprecedented measures to improve the lot of the "laboring classes." Nilsen shows how community gardening is inscribed within a social contract that differs from country to country, but how there is also an underlying aesthetic and social significance to these gardens that transcends national borders.
