Based on a three-year study at two English-language high schools in the Montreal area, it builds on Diane Gérin-Lajoie's previous work on Francophone minority identity in Ontario and extends her analysis to Canada's other official language minority: anglophones living in Quebec. Language policies are political. They have political consequences as well as political origins. In State Traditions and Language Regimes, scholars from Asia, Europe, and North America shift focus from the consequences of language policies to how and why states make language policy choices. This shift, theorized through the concept of "language regime," inserts an urgently needed political science perspective into the current dialogue between sociolinguists, who research the societal effects of language policies, and political theorists of language rights, who analyze the normative implications of policies. New analytical tools drawn from comparative politics are showcased to analyze paths taken by different states in establishing language regimes, at times disrupted and redirected at critical junctures. Canada’s official languages legislation fundamentally altered the composition and operational considerations of federal institutions. With legislative change, Canada’s public service has achieved the equitable representation of its two official languages groups, provided services to the public in both official languages, and has codified rights for public servants to work in their official language of choice. On paper, the regime is robust. In practice, there is a persistent divergence between policy and practice, as English dominates as the regular language of work in the federal public service. Through an historical institutionalist lens based on extensive archival research and semi-structured interviews, Gaspard shows that the implementation of official languages policy in the federal public service from 1967–2013 could not challenge the predominance of English as the operating language of the federal public service. The analysis of the roles of actors, ideas and institutions that influenced the policy implementation process show that a lack of structural change, inadequate managerial engagement, and a false sense that both official languages are equally ingrained in the public service explain the persistence of English as the dominant language of work. En adoptant une approche historique à cette question institutionnelle et au moyen de recherches archivistiques et d’entrevues mi-structurées, Gaspard fait valoir que de 1967 à 2013, la mise en oeuvre du programme de langues officielles à la fonction publique fédérale n’a pu influer sur la trajectoire de l’anglais comme langue prépondérante de travail. L’analyse des rôles des intervenants et des institutions qui ont façonné le processus met en lumière le fait que l’absence de changements structurels, l’engagement insuffisant des gestionnaires, de même que la perception erronée que les langues officielles sont toutes deux bien ancrées dans la fonction publique se conjuguent pour expliquer la persistance de l’anglais comme principale langue de travail. As language historians we believe that the subject of our study is neither natural languages nor idiolects which speakers have always been able to develop individually (loosely what Chomsky calls L-i), but rather the social constructions of reference shared by all speakers (basically what Chomsky terms as L-e ). In this context the language historian essentially studies how a public L-e is built such that it can be understood as the language of all (i.e. hiding L-i variations) and also how L-e succeed in replacing the primary reality of idiolects, even if only in the imagination. Writing represents a crucial turning point in language construction, because it made it possible to materialize the abstraction that, until then, related speakers could only guess and besides it comes into competition with individual languages. In modern centuries, the provision of grammars, dictionaries and other such learning tools and systematizing instruments strengthens the idea that, because of their normative character, languages can be learned through study. Mythical stories encourage the achievement of prescriptive rules and lead speakers to link emotions to their language. Therefore, the topics of reflection that we want to discuss in this volume are: Norms, Myths and Emotions related to language construction.
